Dear Mr. Seki:
Thanks for your letter dated July 11, 1997 with questionnaires. Our answers are as follows.
1. The Ship's Law (船舶法), Ship Inspection Regulations (船舶檢査規則), Small Ship Management Regulations (小船管理規則), Small Ship Inspection Regulations (小船檢査規則), together with IMO International Regulations/Rules will regulate the ship inspection.
2. Our Ministry of Transportation and Communications (M.O.T.) is the authority to stipulate and amend the Law and Regulations as above-mentioned item 1. Our Harbour Bureau Authority and this Society can carry out the inspection of ships based on the Law and Regulations as above-mentioned item 1.
3. Ship's as Statutory Certificates for all international cargo ships as required by the IMO Conventions are issued by this Society under the authority of Ministry of Transportation and Communications with the expectancy of ship's Tonnage Certificate. If the ships are classed to this Society and provided with all statutory certificates, they will be no more required to inspect by Harbour Bureau.
4. 0ur Harbour Bureau Authority carries out the inspection of ships except the item 3 as mentioned above, and carries out the tonnage measurement of ships.
At present, only our Government and this Society under authorization of the government can carry out the inspection of ships.
5. In general, the system of the type approval and the recognized workshop approved by this Society will be accepted by the Government.
6. In general, the condition is the same as above-mentioned item 5.
