The "Traffic monitoring" Directive and SSN
 
 The purpose of the Directive is to establish a Community Vessel Traffic Monitoring and Information System
 
 SSN is the tool, developed by the Commission and the MS, for implementing such information system, on the basis of:
 
 The obligation for ships' masters/operators to notify various information to MS' competent authorities
 
 The obligation for MS to set up equipment and infrastructure for handling such notifications
 The obligation for MS to exchange electronically data on ships and cargoes
 The requirement for MS and the Commission to cooperate for the further development of the system
 
・Timetable of the SSN project
 
・SSN was launched in January 2002
 
3 phases :
1. Feasibility Phase : January 2002 - April 2003 + pilot-group of MS
2. Development Phase (including pilot-tests): from May-June 2003 until August 2004
3."Operational" phase : as from 1st September 2004, under the responsibility of EMSA
 
SSN basic criteria
 
・Make use of existing traffic monitoring and information tools (VTS, MRS, MRCC, AIS shore-based stations, port information systems), as well as existing messages
 
Avoid unnecessary movements of data, which should be circulated only in case of need
 
・Make use of modern standard communication technologies and protocols, i.e. Internet/XML, while providing security of communications
 
・Be flexible enough to expand progressively with new messages and new categories of users

Provides the list of all ships bound to a given port with their ETAs

Conclusion : the added value of SSN :
 
improved emergency response in case of incidents or pollution at sea (e.g. : transmission of cargo manifests)
 
- early detection of high risk vessels and improved PSC
 
- increased efficiency of port logistics (accurate ETAs, waste handling...)
 
- produce statistics for Member States, the Commission and EMSA(port calls, ships’ movements...)
