I. Educational Systems and the Structure of High School Entrance Examination
 
 
・ Compulsory through Junior High (Grades 1 through 9)
・ Education and skill certification play a significant role in selection future jobs in Japan.
・ High school diploma or equivalency certificate are required to take college entrance exams.
・ Majority of employers require high school diploma or equivalency for consideration of applications.

 In principle, you may apply only one of public high schools. Note: Higashi Commercial High School offers several courses, thus, within this school you can be considered for the courses which are your first choice, the second and more, expanding your chances to be accepted by the school
 For Regular/Day school, you can apply within the school district in which you live. If applying for schools outside your own school district, your chances will be limited to a few percentage points of total number of openings.
 No area (district) limitations to the following:
a. Any Regular Day schools except for “Regular (General) Course” school
b. Part-time Course schools

 Changing a target school after an application has been submitted to one school is possible once, selecting a different school but the same course only.
 This is possible under conditions such as: changing a school within a cohort of Regular (General) Course is permitted, but changing a school of General course to that of Industrial Course is not.
 Under special circumstances such as Guardian's moving and/or job transfer, a student is permitted to change a target school (under public system). Private high schools do not accept such changes once an application is submitted.

 Required for Regular (General Courses entrants. In principle, Part-Time Course high schools do not require scholastic test.

 Three steps of choosing successful candidates
(1)80% of Openings are filled on selection procedure based on the records of evaluation of all subjects shown in the “individual report document submitted by middle school (also known as Internal Report Card)” as well as scholastic exam test results.
 
Individual Report Document
Also called Internal Report Card. All grades from middle school years on school subjects, attendance, after-school activities, serving student committees, health, disposition, etc. are reported in this document. This is a part of applications and is included in the evaluation for acceptance. Grade earned in the 9th grade weigh 1.5 times more than that of in the 7th aud 8th.
