2003年10月21日（火）、22日（水）の両日、ISO/TC8 第22回本会議がパナマ市で開催された。
この会議には9カ国（デンマーク、日本、韓国、オランダ、ノルウェー、ポルトガル、スペイン、英国及び米国）、3機関（ISO/CS、IMO及びITN）から26名が参加し、日本からは国土交通省海事局 宮村安全技術調査官、同技術課 鈴木標準係長、当協会標準委員会 片山瑞穂 航法機器専門分科会長及び当協会専務理事 有川彰一（SC9 議長）が出席するとともに、当協会国際部長 小郷一郎 が TC8/Secretariatとして、国際部部長代理 嘉納和之がAssistant secretaryとして出席した。
また、10月23日(木)には本会議に引き続き、第37回諮問グループ（Advisory Group）の会議が開催され、10月24日（金）にはセミナーが開催された。

会議には、9カ国（デンマーク、日本、大韓民国、ノルウェー、スペイン、オランダ、ポルトガル、英国、米国）及び3つの機関(IMO、ITN、ISO/CS) から、合計26人が出席し、自己紹介による点呼が行われた。

議題草案は、8 N 973 Rev.1に決議222が追加されたうえ採択された。

TC 8 adopts the Draft Agenda in document 8 N 973 after change of the following items.
1）Item 6.1 Introduction of New SC11 Secretariat deleted
2）Item 6.4 Education added
3）Item 11.5 Changed from "Other" to "WSC"
4）Item 11.6 ITN added
5）Item 11.7 IEC/TC80 added

TC 8 は、次の各項の変更後、文書 8 N 973の議題案を採択する。

5. 事務局報告（8 N 975 - Report of Secretariat： 添付資料3参照）
TC8 SecretariatのMr. Ogo から資料 8 N 975 に基づいて報告があり、了承された。
6.1 Introduction of New SC11 Secretariat
決議 222により議題から削除された。
6.2 New work item proposal by SC11
米国から提案されているSecurityに関するNWI "Professional standards for conducting maritime security assessments and safety plan developed" について規格作成作業への参加呼びかけがあり、まずポルトガルが参加を表明した。
日本は現在SC11のOメンバーであるが、Pメンバーに登録変更のうえ、本作業に参加する旨を表明した。
また、韓国も規格作成には賛成である旨表明した。これにより、本 NWI は成立することとなった。
以上を踏まえ、次の Resolution 224 が採択された。

Resolution 224
TC 8 agrees to the request of SC11 and approves NWIP regarding Professional standards for conducting maritime security assessments and safety plan development.
Portugal expressed the formal position of Balloting in favor, Japan and Republic of Korea expressed change of their Membership in SC11 from O-member to P-member, to develop this New Work Item. Also, Panama has expressed interest in becoming member of ISO/TC8 and participating this new work item.
決議 224
TC 8は、SC11の要求に同意し、海上保安評価及び安全計画作成の実施のための専門的規格に係るNWIPを承認する。ポルトガルは投票の正式見解を賛成である旨表明し、日本及び韓国は、この新作業項目推進のためSC11におけるその会員資格の「OメンバーからPメンバーへの変更」を表明した。また、パナマは、ISO/TC
8のメンバー（会員）になること、及びこの新作業項目に参加することに関心を表明した。

6.3 Mega-yacht standardization
メガヨットについては昨年来継続して議論されているところであるが、本件についてはAd-hocグループを設置してマーケットの規模を調査し、また英国のMCAコード、オランダのメガヨットに関する規則を調査することとなり、Resolution 225 が採択された。

Resolution 225
Noting that TC 8 has been requested to initiate standards for Mega-yachts, TC8 agrees to establish an Ad-hoc working Group to undertake a survey to determine the size of the market, to review the regulations to be promulgated by The Netherlands or other national administrators, and to work with the UK to review their MCA Code to identify what national, regional and international standards are referenced or required with agreement to convert to ISO standards to be referenced in the MCA Code.
決議 225
メガヨットの規格に先鞭をつけることがTC8に求められていることにかんがみ、TC8は、次の目的のため、アドホック・グループを設立することを合意する。
1) 市場の大きさを査定する調査を行い、
2) オランダその他の国家行政機関が公布する規則を検討し、かつ、
3) 英国のMCAコードの検討をするため英国と作業する。すなわち、どの国家規格、どの地域規格、どの国際規格がMCAコード中に引照されているかを明確化し、又はMCAコード中に引照する上でISO規格へコンバート（移転）するための合意を求められる規格を明確化することを目指して英国と作業をする。
