　本書は、1981年刊行以来、本邦唯一の、留学生を対象とした大学院入学案内として、ほぼ2年に一度の割合で調査改訂を重ねてきました。この度のものは、2003年〜2004年度受験を目指す留学生のために2年ぶりに改訂したものです。

　ここ数年にわたり新しい大学院研究科が相次いで新設され、特にここ1、2年は大学の再編、統合が進んでおり、日本の高等教育機関を取り巻く環境は急速に変化してきております。また、文部科学大臣の諮問機関である中央教育審議会では「大学院における高度専門職業人養成」について提言がなされ、大学院における社会的・国際的に通用する高度専門職業人養成に対する期待が急速に高まってきており、留学生の受け入れを核とした大学院のさらなる国際化は避けて通れない方向となっています。さらに、1999年8月の大学審議会答申「大学院入学者選抜の改善について」において、大学院入学資格の弾力化、特に各大学院による「個人の能力の個別審査により入学資格を認める」ようにすべきである、との提言がなされたことを受け、各研究科では出願に際して個別の入学資格審査を実施するところがますます増える傾向にあります。

　今回の編集では前回同様、修士課程、博士課程の入試日程、試験科目等に的を絞り、外国人留学生の方々が利用しやすいように配慮をしました。本書が、多くの留学生の役に立つことを心から願うと伴に、大学院の国際化に少しでも役立つことができれば幸いです。

This guidebook, Japan's only guide to graduate programs for foreign students, was first issued in 1981. Since then it has been updated every two or three years.　This edition, revised after two years, is for those planning to sit for entrance examinations in 2003-2004.

Over the past few years, a succession of new graduate schools and programs have

been established. Especially in the last 2 years, integration and reorganization of universities have taken place, causing fast-paced changes in the environment of higher education institutions in Japan. Moreover, in Central Education Council, an advisory council to the Minister of Education, Culture, Sports, Science and Technology, has called for 'training scholars to become experts in their specialized fields in graduate schools' which leads to rapidly heightened expectations for graduate schools to train scholars to become experts socially and internationally viable in their specialized fields. Inevitably, Japanese graduate schools will develop a more international orientation, centering on the admission of foreign students. What is more, in August 1999, the University Council issued a report titled "On the Improvement of the Selection of Graduate Students." This report called for greater flexibility in qualifications for graduate school entrance, and in particular for the recognition of entrance qualifications based on the individual assessment of each applicant's ability. Against this backdrop, a growing number of graduate schools are making separate reviews of individual applicants' qualifications for entrance. The survey we conducted for this edition of the guidebook revealed a dramatic increase in the number of graduate schools stating that applicants' qualifications would be judged on an individual basis.

To make the guide easier for foreign students to use, as the previous edition, we focused on entrance examination dates, subjects on the examinations, and other items pertaining to masters and doctoral programs when compiling this edition. We sincerely hope that this guidebook will be useful to a large number of foreign students and that it will contribute however slightly to making Japan's graduate schools more internationally oriented.
