ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies). The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.
Draft International Standards adopted by the technical committees are circulated to the member bodies for voting. Publication as an International Standard requires approval by at least 75 % of the member bodies casting a vote.

International Standard ISO 23269-2 was prepared by Technical Committee ISO/TC 8, Ships and Marine Technology, Subcommittee SC 1, Lifesaving and Fire Protection.
ISO 23269 consists of the following parts, under the general title Ships and marine technology ― Breathing apparatus for ships:
― Part 1: Emergency escape breathing devices (EEBD) for shipboard use
― Part 2: Breathing apparatus for shipboard firefighters
― Part 3: Self-contained breathing apparatus (safety equipment) required by the IMO IGC and IBC Codes
― Part 4: Self-contained breathing apparatus for emergency escape required by the IMO IGC and IBC Codes
International Convention of Safety of Life at Sea 1974 (SOLAS 74), as amended, requires, in its chapter II-2, that breathing devices for fire-fighting purposes used by seafarers shall be carried on board ships. The performance standard is specified, in general, in International Code for Fire Safety Systems (FSS Code) of International Maritime Organization (IMO). However, SOLAS '74 and the Code do not specify technical detail of the specification of such breathing apparatus, while such technical detail specification is necessary to provide sufficient safety level for users.
ISO/TC8/SC1 has taken the task of development an international standard for such detailed specification of the breathing apparatus, taking into account European standards for fire-fighter's outfit for use by professional fire-fighters, such as EN 136 and EN137. During the development, ISO/TC8/SC1 recognized that the breathing devices, which is used by seafarers for fire-fighting activities on board ships, should be more user-friendly for seafarers than those specified in the EN standards, and that it is necessary to develop a international standard for such breathing devices. This standard is the result of such development.
