10 Completion of prEN ISO 12402-3 "Lifejackets for offshore conditions (level 150)" for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 309 was available. It refers to document N 282 which consists of the 1stenquiry version of prEN ISO 12402-3 and the table of comments on this draft standard received on the enquiry stage.
The convenor stated that all comments included in the table have been decided when considering the comments on Part 1 at the Neuss meeting as well as when discussing document N 308 (prEN ISO 12402-2) under item 9. Therefore it was agreed not to discuss all comments on Part 3 received in detail. All relevant decisions taken on prEN ISO 12402-2 have also to be reflected in prEN ISO 12402-3.
But the following changes have to be taken into consideration:

The convenor and the secretary were requested to prepare a version of prEN ISO 12402-3 based on the text for prEN ISO 12402-2 agreed under item 9 of the agenda and reflecting the additional decisions taken on Part 3. This version is to be forwarded to CEN/TC 162 for launching a 2nd parallel enquiry in CEN and ISO.
11 Completion of prEN ISO 12402-4 "Lifejackets for inland/close to shore conditions (level 100)" for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 310 was available. It refers to document N 283 which consists of the 1st enquiry version of prEN ISO 12402-4 and the table of comments on this draft standard received on the enquiry stage.
It was again noted that all comments included in the table have been decided when considering the comments on Part 1 at the Neuss meeting as well as when discussing document N 308 (prEN ISO 12402-2) under item 9. Therefore it was agreed not to discuss all comments on Part 4 received in detail and to take again the text of prEN ISO 12402-2 as the basis for prEN ISO 12402-4 Differences:

Additionally two French comments included in the table were discussed. The comment on 4,2.4.2 was disagreed. It belongs to prEN ISO 12402-6. Also the French comment on 4.5.2.2 was disagreed. This comment would result in a design restriction. This decision also applies to the French comment on 4.5.2.2 in Part 5.
Regarding the Finnish comment on 4.2.2.1 of Parts 4 and 5 included in the table of comments it was noted that - 30℃ is already covered by the storage test.
The convenor and the secretary were requested to prepare a version of prEN ISO 12402-4 based on prEN ISO 12402-2 agreed under item 9 of the agenda and reflecting the additional decisions taken on Part 4. The version of prEN ISO 12402-4 finalized is to be forwarded to CEN/TC 162 for launching a 2nd enquiry.
12 Completion of prEN ISO 12402-5 "Buoyancy aids (level 50) for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 311 was available. It refers to document N 284 which consists of the 1st enquiry version of prEN ISO 12402-5 and the table of comments on this draft standard received on the enquiry stage.
It was again noted that all comments included in the table have been decided when considering the comments on Part 1 at the Neuss meeting as well as document N 308 (prEN ISO 12402-2) under item 9. Therefore it was agreed not to discuss all comments on Part 5 received in detail and to handle this Part as Parts 3 and 4, see above. Differences :

Regarding the determination of the user's weight for children there was a long discussion. Many attendants proposed "> 30 to 40". But resulting from a small majority (13:10) the value shown in the new table was agreed.

Again after a long discussion it was agreed that retrorelective
material shall be mandatory. The majority for this decision was greater than before
(15:10).
The text of the relevant subclause has to be identical with the text of 5.4.2
modified in prEN ISO 12402-2. The area of material which is retroreflective shall
be at least 100 cm2. |
The Swedish comments on 4.3.1 were disagreed. The French proposal for 4.3.1 belongs to prEN ISO 12402-6.
The Finnish comment on 5.1 to specify a general life-span of 5 maximum years for buoyancy aids was not supported. But each manufacturer has to give a information about the limitation for use. This is covered by the relevant subclause "Information supplied by the manufacturer".
The convenor and the secretary were requested to prepare a version of prEN ISO 12402-5 based on prEN ISO 12402-2 agreed under item 9 of the agenda and reflecting the additional decisions taken on Part 5 and other Parts. The version of prEN ISO 12402-5 finalized is to be forwarded to CEN/TC 162 for launching a 2nd enquiry.
13 Completion of prEN ISO 12402-8 "Accessories" for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 312 was available. It refers to document N 285 which consists of the 1st enquiry version of prEN ISO 12402-8 and the table of comments on this draft standard received on the enquiry stage.
The joint group considered the comments on prEN ISO 12402-8 included in document N 285. The decisions on each comment are shown in Annex 5.
The convenor and the secretary were requested to prepare a version of prEN ISO 12402-8 reflecting the decisions shown in Annex 5 as well as all relevant decisions taken on the other Parts of prEN ISO 12402.
Then it was agreed animously to forward this draft finalized to CEN/TC 162 for launching a 2nd parallel enquiry in CEN and ISO.
14 Completion of prEN ISO 12402-9 for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 286 was used again. It consists of the 1st enquiry version of prEN 12402-9 and the table of comments on this draft standard received on the enquiry stage.
The convenor remind that the comments up to 4.6.1.4 have been considered and
decided at the last meeting held in Neuss. Therefore the discussion was started with the comment on 4.6.2
listed in the table of comments on page 13. The results of the decisions on each comment are given in
Annex 6.
It was agreed that relevant SOLAS tests are to be added (water absorption, over-pressure, air retention).
The convenor and the secretary were requested to prepare a revised draft of prEN ISO 12402-9 for consideration at the next meeting of the joint group. Any further written proposals available up to the end of February 2002 will also be circulated in that group.
15 Completion of prEN ISO 12402-1 "Lifejackets for seagoing ships" for launching second enquiry in CEN and ISO
For this item of the agenda document CEN/TC 162/WG 6 N 314 was available. The following changes were agreed:

To replace "whereas" with "while" in the second paragraph of
5.1. The last sentence of this paragraph will be a NOTE. "are recommended" instead
of "may be recommended". |

Table 1 has to show, that lifting loops are optional but recommended. |

The first sentence in 5.2.2 has to read "A lifejacket for seagoing
ships if provided with a lifting loop shall be tested according to prEN ISO
12402-9. |

The first paragraph has to read "The lifejacket shall be provided
with a whistle which shall comply with 4.2 of prEN ISO 12402-8." |
| e) |
The first sentence in the second paragraph of 5.2.4 has to
be modified as follows: "The sprayhood shall be stowed in a position which keep
it clear of the user's face. It shall not interfere with the operation of the
PFD or create a hazard, for example through snagging. |

The convenor and the secretary were requested to finalize the draft taking into consideration these decisions as well as relevant decisions taken for other Parts of prEN ISO 12402 which were also appropriate for prEN ISO N12402-1.
It was agreed to forward the draft finalized to CEN/TC 162 for starting a 2nd parallel enquiry.
16 Any other business
In the morning of 2001-12-04 a pool representation of lifejackets took place. The idea of this event was explained by US experts in document CEN/TC 162/WG 6 N 315 circulated before the meeting. After the presentation Mr. Wehr summarized the presentation shortly. He also emphasized that there are different interpretation possibilities for the IMO test. Therefore reference vests could be very useful. Other attendants stated that an implementation of a reference vest would result in further research activities and a lot of further work to develop appropriate documents. Furthermore it was expressed that the development and implementation of reference vests belongs to the scope of the test houses. Therefore this problem could be discussed in VG 8.
Using a video Mr. Pasche informed about some experiences in measuring the turning force.
17 Date and place of the next meeting
It was agreed to hold the next meeting of the joint group from 2002-05-06 to 2002-05-08 in Cologne (Germany).
Mr. Kirstein invited the joint group to hold a meeting at the Underwriters Laboratories facilities in Research Triangle Park. North Carolina, USA. He was thanked for this invitation. The joint group is in favour to held a meeting at the recommended place. It was agreed to find an appropriate date during the next meeting in Cologne.
18 Closure of the meeting
The meeting was closed on 2001-12-05 at noon. The convenor again thanked the Finnish hosts for the excellent conditions provided during the meeting. He estimated that this was a long but successful meeting. He also thanked the attendants for their active participation in the discussion. This all together was a good compensation for hard working also on a Sunday!
