Draft report
of the 10th joint meeting of CEN/TC 162/WG 6 and ISO/TC 188/WG 14
held in Sirkka/Finland on 2001-12-01 to 2001-12-05
1 Opening of the meeting
Mr. Popp (Convenor) welcomed all attendants of the 10th joint meeting of CEN/TC 162/WG 6 and ISO/TC 188/WG 14 (hereinafter referred to as joint group) and opened the meeting. He thanked Dr. Raja llmarinen for preparing and hosting the meeting.
2 Roll call of experts
All attendants introduced themselves. Attendance list see Annex 1.
Mr. Lehnecke again reminded of the CEN and ISO rules which describe that ail experts participating in CEN or ISO working groups have to be nominated by their national CEN or ISO members. The existing member list of the joint group has to be updated. This list includes many experts who did not attend many meetings in a row.
3 Adoption of the agenda
The draft agenda contained in document CEN/TC 162/WG 6 N 304 was adopted.
The timetable provided by the Finnish hosts and the Board of the joint group was agreed.
4 Approval of the report of the 9th meeting
The report contained in document CEN/TC 162/WG 6 N 304 was approved.
5 Report of the convenor
A written report of the convenor was available as document CEN/TC 162/WG 6 N 305. Mr. Popp did not only highlighted some items of his report but he also added some further information. Therefore the entire report is enclosed as Annex 2, identical with CEN/TC 162/WG 6 N 305 rev.
6 Reports about the progress in CEN/TC 162/WG 10 and CEN/TC 162/WG 12, STAR and VG 8
Mr. Cornelissen informed about ongoing work in CEN/TC 162/WG 10. This Working Group deals with buoyant aids for swimming instructions (swimming aids). Three standards are under preparation

PrEN 13138-3 is on the enquiry stage. PrEN 13138-1 and prEN 13138-2 are waiting to be circulated for formal vote.
Mr. Cornelissen also informed that a new European project is about to be launched on consumers' initiative: "Inflatable leisure articles for use on water". This project is intended to cover the huge amount of diverse buoyant structures from the toy boat to animal shaped inflatables and from high speed tube riders to floating climbing structures and trampolines to mention only a view. All these products impose more or less a drowning risk to their users, in particular to children and youngsters. A study on causes for drowning and means of prevention reveals that for children up to 14 years drowning is the second leading cause for death. Therefore the DIN Consumer Council is striving for any standardisation activity which is likely to contribute to the reduction of drowning accidents. It is evident that product and service (e.g. diving courses) related standardisation is only one means of prevention. Mr. Cornelissen also stated that the article "Prevention of drowning, possibilities and limitations of standardisation" is available from the DIN Consumer Council.
He also said another matter is the effect on voluminous and water-proof diapers commonly worn by children up to two years of age. Reported accidents in the Netherlands and Sweden, see also Annex 3, and the fact that special waterproof diapers are offered on the market for swimming application highlight a risk that has to be considered by informing the consumer about the influence of such diapers to efficiency and safety of PFD.
The convenor of CEN/TC 162/WG 12, Mr. Pasche, informed that the enquiry has been started for prEN 14225-3 "Diving suits and protective devices against cold water and other liquids - Part 3: Actively heated/cooled suit - Requirements, test methods and guidelines for selection and use" and prEN 14225-4 "Diving suits and protective devices against cold water and other liquids - Part 4: Atmosphere suit - Requirements, test methods and guidelines for selection and use".
He also stated that the drafts for prEN 14225-1 and -2 have been completed. Before Christmas they will be forward to CEN/TC 162 for approving the submission to the CEN enquiry.
Mr. Matthews reported about the last meeting of Vertical Group 8 held in May 2001 in Neuss. The next meeting is scheduled to be held during this meeting not far away from the Arctic Circle. This group is dealing with different round robin tests.
Mr. Matthews Very regretted that many Notified Bodies don't participate in the work of VG 8. In this connection some attendants raised the question what's the task of Notified Bodies. Mr. Lehnecke offered to add a relevant information to the minutes. Therefore see Annex 4.
Mr. Popp reported that the BAMBI project is finalized. He remind that a relevant report was circulated as document CEN/TC 162/WG 6 N 300 in tis joint group. It was agreed that the results are to be reflected in prEN ISO 12402-9.
7 Completion of prEN ISO 12402-7 "Materials and components" for launching the parallel enquiry in CEN and ISO
The draft developed for consideration was available as document N 306.
The convenor remind that the draft has to be forwarded to CEN/TC 162 and ISO/TC 188 immediately. Otherwise the Work Item would be deleted from the programme of work of these committees.
He also stated that the elaboration of a draft standard dealing with materials and components was based on the wish of PFD's manufacturers to have such a standard to be used as a tool for the cooperation with their suppliers. Referring to relevant questions the convenor said that on the enquiry stage all interested parties can make comments regarding the use of this standard for any pre-certification, too.
Mr. Popp also said that references to international standards are to prefer, whereever it is possible. But if no international standard is available references to national standards are possible if the relevant working group support such a reference.
Some attendants raised the question how to study all the standards referred to in this draft. The secretary emphasized that this is really a problem. But he has no facilities to provide copies of all standards for all members of the joint group. The experts were asked to contact their national standardizing bodies to be supported by them.
Mr. Wehr offered to reword the second sentence in 4.1.1.
The attendants also noted that the draft included in document N 306 has to be checked and modified to comply with the CEN and ISO rules for drafting standards. The secretary was requested to do this. The convenor promised to support him. Additionally editorial comments received from the "gas cylinder" task force will be taken into consideration in finalizing the draft intended for the enquiry.
Then it was agreed to forward prEN ISO 12402-7 to the secretariat of CEN/TC 162 for launching the parallel enquiry in CEN and ISO. Only two Finnish experts and one UK expert voted against this decision.
All attendants realized that the technical and linguistic (English) quality of the draft standard has to be improved after the 1st enquiry. Already now it seems to be clear that a 2nd enquiry will be necessary.
8 Completion of prEN ISO 12402-6 "Special purpose lifejackets and buoyancy aids" for launching the parallel enquiry in CEN and ISO
The draft developed for consideration was available as document N 307.
The convenor remind of the history of the development of this draft standard. The situation regarding the urgency is the same as described under item 7 of the agenda.
The following changes were agreed:

The term "wearer" has to replace with "user" at all relevant

The draft has to reflect that users can be males and females. |

Mr. Cornelissen will modify clause 8 "Information at point
of sale" reflecting the advices given in the discussion. This text will also be
taken for the relevant clause in prEN ISO 12402-2 to -5. |

Annex A "Translation of terms" is to be deleted. This decision
also applies to the other relevant Parts of prEN ISO 12402. |
The secretary to be assisted by the convenor was requested to finalize document N 307.
It was agreed animously to forward prEN ISO12402-6 finalized to the secretariat of CEN/TC 162 for launching the parallel enquiry in CEN and ISO.
All interested experts were invited to prepare any proposals for extending prEN ISO 12402-6 to water skiing or other special purposes. These proposals are to be included in national comments on the enquiry stage.
9 Completion of prEN ISO 12402-2 "Lifejackets for extreme offshore conditions (level 275)" for launching the second enquiry in CEN and ISO
The draft developed for consideration was available as document N 308.
The convenor stated that this document is based on the former prEN ISO 12401-1. It reflects all relevant decisions regarding the enquiry comments on Part 1 of prEN ISO 12402 taken at the last meeting held in Neuss. See Annex 3 in the report of that meeting.
Further decisions on other Parts of this series of standard also taken at the Neuss meeting have been taken into consideration in preparing document N 308.
The proposal of Dr. Raja llmarinen regarding the colour was included under 5.4.1.
In the Foreword of this draft standard it is written "This European Standard". This was criticized. But the secretary explained that the text of the Forward in a prEN is different from the relevant wording in a ISO/DIS. The term "European" is correct in a prEN. But in the ISO/DIS the term "International" will be used.
Then the following changes in document N 308 were agreed :

To delete d) to f) in the Introduction. Furthermore some modifications
of the text in the Introduction were agreed. These changes also apply to the other
Parts of prEN ISO 12402. |

Table 1 gives a survey of the accessories required for the
PFDs specified in prEN ISO 12402-1 to -6. But each of Parts 1 to 5 has only to
include a table with accessories required for the relevant PFD. The table with
a total survey only belongs to prEN ISO 12042-6.
The following changes of Table 1 were agreed:

This revised top also applies to Table 2 in the other Parts of prEN ISO 12402.

Regarding 5.8 "Quality" different points of view have been expressed. There were pros and cons. Nevertheless it was agreed to keep the existing text. Comments for changing the text could be made at the second enquiry stage.
Some attendants stressed out that the problem of pockets is not covered by the relevant Parts of prEN ISO 12402. Therefore all experts were invited to make relevant proposals on the 2nd enquiry stage.
It was agreed not to consider in detail the comments on prEN ISO 12402-2 listed in the table of comments included in document N 281. These comments are nearly identical with the comments on prEN ISO 12402-1, see document N 280. Additionally the above decisions are also covering further comments on Part 2 received.
Some attendants raised the question regarding the linguistic (English) quality of the draft standard. But it was no facility available to solve this problem at the present stage. The idea was endorsed to review all draft standards (prEN ISO 12402) before submitting them to formal vote in the future. Especially UK experts supported by BSI were invited to be involved in this action. The establishment of a relevant editorial committee could also be appropriate to solve this problem.
But for the time being the convenor and the secretary were requested to finalize prEN ISO 12402-2 taking into consideration all relevant decisions taken at this meeting.
Then it was agreed unanimously to forward this draft finalized to CEN/TC 162 for launching a 2nd parallel enquiry in CEN and ISO.
