Session VI. Considering new initiatives (1) SYLFF network program (SNP) (proposed)
Also under consideration is the start-up of a SYLFF network program to support SYLFF fellows in initiating or activating network-building among graduated and currently enrolled SYLFF fellows at intra- and inter-institutional levels. The first stage is envisioned as providing support in the form of a one-time award to SYLFF fellows who are alumni of the same SYLFF institution to organize or activate an association to engage in activities such as the start-up of a homepage, hosting gatherings for newly selected SYLFF fellows and other activity. The second stage is seen as providing awards, on an open-competition basis, for the start-up of issue-focused or special interest groups between associations and implementation of joint projects.

(13)Does your SYLFF Steering Committee believe that this is a worthwhile idea?
YES; 2, 3, 4, 7, 9, 10, 13, 16, 17, 18, 19, 22, 24, 28, 29, 31, 32, 35, 37, 38, 39, 40, 41, 42, 43, 45, 46, 48, 49, 50, 51, 54, 55, 58, 61, 62, 64, 65

Comments:
Excellent idea: 9, 19, 28, 31, 43
Depends on the amount of money the Foundation can commit to maintaining the program: 16, 18
It is worth trying, but it may be difficult to sustain the initiative: 38, 45
Fellows may not want to organize and join a new association: 42, 48
Good idea for undergraduate fellows: 2
We will provide institutional support: 7
The second stage is worthwhile, but not the first stage: 18
Good idea, but not at our institution because students and alumni would not be able to participate: 24
Important for the future of the Foundation: 29
We could start with a pilot project and after evaluating it, decide about its implementation: 46
The program fits well with our institution's goals of promoting lifelong learning: 54
It could help our own initiatives in this area: 55
Our university lacks the personnel resources to carry out this project 58
The idea of creating special interest groups is very appealing because it will foster internationalization approaches to the issues selected: 64

NO: 5, 8, 25, 27, 30

Comments:
Alumni associations and other networks already perform this function: 8, 24, 30
Students and alumni would probably not be available to participate: 25, 27, 30
Not feasible at this institution because fellows view SYLFF as a one-time scholarship program and have no sense of belonging to a network: 4
Does not correspond to the needs of our students: 5

UNMARKED: 1, 6, 12, 23, 47, 56, 57, 59, 60

Comments:
Before implementation, there is a need to research whether such an initiative-has been shown to be Effective in other institutions: 1
Due to the large number and low monetary amount of the awards at our institution, fellows have no sense of belonging to a network: 12
Good idea, but not at our institution; a better use of funds would be to provide assistance for mini-symposium-reunions: 23
We are ready to join such a project: 56
At our institution, inter-institutional networking would be more effective than intra-institutional networking: 57
Possibility of specific opportunities for networking with fellows at like institutions would be interesting to explore: 59
Will help provide shared learning and cooperation opportunities: 60

(14)Is your SYLFF Steering Committee willing to assist in the initiation and promotion of the proposed SYLFF network program?
YES: 1, 3, 4, 5, 7, 9, 10, 12, 13, 14, 17, 19, 22, 23, 24, 28, 29, 30, 31, 32, 35, 37, 38, 39, 40, 41, 42, 46, 47, 48, 49, 50, 51, 54, 55, 56, 57, 59, 60, 61, 64, 65

NO: 8, 18, 23, 15

In what ways, can you help initiate and promote this proposed new initiative?
Can advertise it to fellows: 4, 5, 17, 22, 29, 35, 51, 54, 65
Can help with the start-up: 7, 31, 48, 50, 54, 55, 60, 65
Can nominate board of current and former fellows to develop networking initiatives: 12, 37
Need more details before identifying ways to promote it: 1
Will receive and send new fellows for this program: 3
Fellows, not institution, should be responsible for the network program: 8
Can assist in promotion and administrations of the awards and by providing a venue for gatherings in the UK: 9
If conditions are ensured, we can add networking as one of the duties and rights listed in the SYLFF contract and provide chat rooms and website links: 16
Lack of personnel resources prevents us from assisting: 18
Will help with mini-symposium-reunions: 23
Can act as advisors: 24
Can develop nominating form, provide students and faculty for selection committees for Washington, D.C. venue: 28
Can select one of the fellows and provide local support: 38
Can send the necessary information, but we are reluctant to initiate it because of limitations of technical support at our institution: 40
Can send e-mails to fellows asking if they are interested: 42
Will discuss the idea with fellows: 43
Most of the work will have to be done by the International Graduate Program Coordinator: 45
It may be more useful if you launch programs based on institutions rather than fellows: 46
Will cooperate with fellows who have already shown an interest: 47
Can host thematic meetings of fellows: 57
Good idea, but our institution lacks the personnel resources to assist: 58
Can perhaps help in tailoring a portion of the program to the challenges faced by fellows who are musicians: 59
May be able to offer web space: 61

(15)Do you foresee any difficulties or problems?
YES: 2, 4, 5, 7, 9, 12, 16, 17, 18, 19, 23, 24, 25, 28, 29, 30, 31, 32, 35, 37, 38, 39, 40, 42, 45, 47, 48, 54, 59, 64, 65

Comments:
Lack of interest on the part of fellows: 5, 24, 25, 37
Difficulty of identifying fellows willing and able to carry out the project successfully: 19, 31, 37, 42
Financial and technical support may be needed: 16, 35, 65
Difficulty of contacting alumni: 17, 48, 54
Lack of personnel resources: 18, 29, 47
Difficulty of sustaining the program: 30, 38, 64
Gathering alumni together is difficult and expensive: 7, 37
Intra-institutional networking among people in different fields is less effective than inter-institutional networking among people in the same field: 23, 32
Inter-institutional networking would be meaningful for our students, but intra-institutional probably not: 9
It might be good to open the network to non-SYLFF fellows at SYLFF institutions: 2
Our fellows view SYLFF as a one-time scholarship program and have no sense of belonging to a network: 4
Our fellows have no sense of belonging to a network; funding may be needed: 12
Difficulty of establishing objective criteria sensitive to cultural differences: 28
Financial support needed for travel and board: 39
Technical limitations at our institution: 40
Difficulty of measuring its success: 45
It would be more beneficial to create opportunities for networking with fellows at like institutions: 59

NO: 3, 10, 22, 43, 46, 49, 56, 60

Session VII and VIII. Considering new initiatives : (2)SYLFF regional forums (proposed)
The Scholarship Division plans to convene three regional forums to bring together graduated and currently enrolled SYLFF fellows to discuss concrete approaches to establishing SYLFF institution-based associations and then regional and transnational networks of these associations, and to address the theme, "Multiculturalism: Capitalizing on the Wealth of Diversity". Three SYLFF institutions have agreed to host and co-sponsor the regional forums as follows: (in order of the tentative forum dates)

* North/South America 2003/04/01 The University of Texas at Austin
* Africa/Europe June 22-27, 2003 The American University in Cairo
* Asia/Pacific October 19-23, 2003 Chiang Mai University

Plans call for requesting SYLFF Steering Committees to nominate 1 graduated SYLFF fellow and 1 currently enrolled SYLFF fellow to represent their respective institutions. Nominees should be SYLFF fellows who are willing and able to actively participate in the regional forum, return home and engage his/her colleagues in forming a SYLFF fellows association, and to work with the SYLFF Steering Committee in the promotion and implementation of the proposed SYLFF network program. Moreover, the nominees should be interested in engaging in discussion regarding some aspect of the theme.

(16)Is your SYLFF Steering Committee willing to assist in nominating 2 SYLFF fellows to represent your institution?
YES: 1, 2, 3, 4, 6, 7, 8, 9, 10, 12, 13, 16, 17, 19, 22, 23, 24, 25, 27, 28, 29, 30, 31, 32, 35, 37, 38, 39, 40, 42, 43, 45, 46, 47, 48, 49, 50, 51, 54, 55, 57, 58, 59, 61, 62, 65

N0: 5, 64

UNMARKED: 18, 41, 56, 60

Comments:
5: Our fellows are not likely to participate in such an academic forum.
6: Selection must take into account interest in the forum subject.. Commitment to networking should also be an issue in the selection process.
9: The topic may not fall within the interests of current fellows.
12: We will nominate two fellows, but we cannot guarantee their commitment.
16: Regional grouping of the forums should be reconsidered.
17: We will use an application process similar to one used in selecting SYLFF fellows.
18: Graduated fellows will be unlikely to take time off from work to attend. Will the Foundation provide travel and accommodation funds?
23: Current fellows will probably be too busy with school to attend.
25: It will be difficult to find fellows able to participate in the networking association.
27: We would be very supportive.
29: We are willing to try.
32: It will not be difficult to identify one representative from the former fellows, but it may be difficult identifying a current fellow since many of them will be working.
38: We will contact all the fellows regarding their availability and interest, with specific reference to what they see as their main contribution to the forum.
40: We will assess their ability to participate in discussion and their willingness to help implement the proposals made at the meeting
41: We are not certain if we will be able to assist the number of fellows suitable for nomination is very low.
47: Only graduated fellows should participate.
48: The nomination should be based on the fellows' willingness to create the network
64: Our institution will have its first fellows in 2003 but will be willing to assist in the future.

In what ways can you identify individuals for nomination?
Will identify suitable fellows: 9, 22, 35, 43, 45. 46, 49, 50, 56
Application process: 1, 4, 7, 17, 31
Nominate fellows: 12, 18, 25
Will advertise the opportunity and help identify candidates: 42, 54, 60
Will advertise the opportunity: 55, 59
Will ask the fellows if some of them would be willing to participate: 2, 8
Application, followed by an interview of potential candidates: 3
Select participants from a nominating process; Steering Committee will make the selections: 28
Application, recommendation from the department, selection by the Graduate School and the Department of Social Sciences, followed by an interview with the SYLFF selection committee: 37
