本プログラムは（財）笹川記念保健協力財団の支援により、日本の医学生等に開発途上国における国際保健医療協力の現状等を学ぶ機会を与えることを通じて、国際保健医療協力あるいは、公衆衛生行政の分野で活躍する人材を育てることを目的とするものです。

　

　

　21世紀の幕開けは、新世紀を占うには十分すぎるほど衝撃的でした。一昨年9月11日に起こった悲惨な事件は、科学と戦争の世紀といわれた20世紀が去って、人類が何を次のパラダイムとするか模索していた時期に、考えるヒントを与えてくれたのではないでしょうか。宗教、国家、政治、経済、貧困、紛争、飢餓、、、。世界が抱えている社会の歪みを、目の前に突きつけられた気がします。

　

　こんなにも大きな課題を前にしながら、残念なことに私たちは毎日の生活に流されています。学生として大学に通い、講義を受け、実習をし、部活動に汗を流し、帰宅するという日常です。そして、恐らく大半の学生がこのような生活を送っていることでしょう。

　

　そんな私たちはこの夏に、すばらしいチャンスを手に入れました。それは、国際社会や国家について、また医療や貧困について考えるチャンスです。日本と同じアジアの一国フィリピンを訪れ、WHO西太平洋地域事務局では国際機関の重要性について認識を新たにし、中部ルソン島ではJICAが10年間活動していた地域を見学し、また、スモーキーマウンテンの貧しい子供たちとふれあい、フィリピンの医療システムを見学し、彼の国の医学生たちと親睦を深めあうことができました。

　

　この経験を通して参加者一人一人が何を感じたのか、それを報告書に載せました。フィリピンでは毎晩遅くまで、眠い目をこすりながらその日の出来事をブリーフィングしました。そして、酒を酌み交わしながら、人生のこと、世界のこと、平和のことなどを話し合いました。最終日の夜の総括ミーティングでは、「幸せとは何か」といったテーマまで議論しました。内容は稚拙かも知れません。でも、この報告書には私たち14名の等身大の思いが詰まっています。

　

　この報告書は、まずお世話になった方々に読んでいただきたいと思って作りました。しかし、残念ながら国内研修にしか参加できなかった学生や、全く参加できなかった学生たちにも同様に、読んでもらいたいと思っています。報告書を通じて、私たちの経験を少しでも共有できたらと思います。そして、流されがちな生活の中で、私たちの生きる地球について考えるきっかけになればと願っています。

　

　このプログラムが始まってから私たちで9回目の訪問団でした。過去の参加者の中からは、保健行政や国際保健の分野で活躍中の先輩方が多数います。どのような思いでその道を選ばれたのか理由は様々でしょうが、国際保健協力フィールドワークフェローシップが先輩方に与えた影響は決して小さいものではないでしょう。このプログラムが今後も、学生に良い影響を与え続けてくれることを期待しています。

　

　最後になりましたが、大谷藤郎先生をはじめとする企画委員の先生方並びに講師の先生方、紀伊國献三先生を始めとする笹川記念保健協力財団、国立国際医療センター、国立療養所多磨全生園、WHO/WPRO、JICA、フィリピン保健省、現地NGO、指導専門家の八谷寛先生、泉洋子さん、そして、本プロジェクトを支えて下さった方々に厚く御礼申し上げます。どうもありがとうございました。

　

　

The dawn of the 21^st century was too devastating enough for us to divine the new century. At the end of the 20^th century, the century of science and war, which left us in search of a new paradigm, the tragic incident of September 11 forced us to face the distortion of society...poverty, dispute, economy, politics, religion, nation, war, starvation...which regretfully exists in the world today.

　

Unfortunately, most of us are indifferent to these subjects. Most students in Japan spend their daily lives going to school, attending classes, participating in club activities, and going back home. We rarely stop to think about what the rest of our world is going through.

　

But we, the 14 participants, were granted with a wonderful chance this summer. It was a chance to think about the global community and the nations, about medical services and poverty. At WHO WPRO, we learned about the important roles that international organizations play in the world.

　

In Tarlac, we visited a site where JICA's 10-year project had been successfully transferred to the local provincial health office, and in Angeles, observed how newly implemented projects are put to use at the field. At Dr. Jose Rodriguez Memorial Hospital, we were surprised that people were lively with nice smiles, even they had difficult disease. At Smokey Mountain, we had the chance to become close with many children who live there, and saw a glimpse of life in Tondo. Through our visit to the City Health Office, we learned about the medical system of the Philippines and at the University of the Philippines, promoted friendship with our fellow medical students.

　

This report contains what each of us felt through our experience. Every night, we held meetings to review the activities of that day, rubbing our sleepy eyes. Every night, we had drinks over talks on life, the world, about peace. At our last meeting on our final night, we debated on the theme, "What is Happiness". People may find the contents immature. But the report is filled with our feelings of the moment.

　

We have put together this report for everyone who kindly helped organize our fruitful visit. It is also meant for the students who were unable to share what we experienced this summer. We hope that this will create a chance for many people to give serious thought to the earth on which we all live.

　

We are the 9^th team to participate in this fellowship. Not a few of the past participants are now actively involved in the field of health administration and public health. The influence that this programme had on them, could not have been small. We hope that the programme will continue to provide this great experience to many future participants.
