4. Network Coordinator
i. Role:
・to coordinate and encourage member to participate and contribute actively to the maritime activities in the region
・to act as a link each member country
・to consult and assist each member country in areas of need
ii. Function:
・to assemble all regional members
・to be the direct link to the secretariat
・to advise all members of the network purposes
・to maintain an efficient and effective communication network
iii. Selection procedures:
・to be a Sasakawa Fellow and WMU graduate.
・to have a sound knowledge of international maritime affairs
iv. Terms of appointment
・2 yearly appointment

6. Fundamental Objectives
・to achieve an efficient, systematic Regional network linking to the forum secretariat
・support and assist the members in the maritime needs create and cordial fellow family diplomatic relationship
7. Decision Making Process
 Important issues are submitted to the coordinator either from the region or the secretariat and are comprehensively analysed by the elected regional committee. All other individual contribution are scrutinized by the committee before a resolution made in line with the regional and secretariat policies.
8. Fellows Contact List
・An up-dated fellows contact list shall be in a data register system within the regional and the forum secretariat
・Any change to the list is to be conveyed to the coordinator who then update the secretariat. Correspondence shall be by any readily available means (eg. e-mail, fax, telephone, written etc.)
・un-attending fellows are encouraged to attend regional meetings.
9. Contact with SOF
・All major issues and activities are to be directly conveyed to the secretariat
・Minor ones are dealt within the region or country level.

i. Issues
All regional resolutions shall be within Secretariat guideline and policies laid down. These are to focus on the network, communication and development in the maritime community
ii. Action Plan
・A systematic and effective procedure in resolving issues shall be in place at regional level.
・Proposals are to be achieved in rational phases.
11. All members shall be advised with draft resolution, who in turn shall comment and make necessary changes. The final resolutions shall be adopted at the Regional meetings and these are forwarded to the Secretariat.
12. Proposal
a. Forum Assembly meeting be held in a 2 yearly period
b. It is requested that the initial establishment of Regional meetings be sponsored by the SOF
