- maintaining communication with all members of the network;
- keeping intouch with the SOF and other country networks;
- assisting the chairman in proposing any issue to SOF or WMU;
- keeping the fellows directory up to date;
- preparing and organizing meetings.

6. Objectives
- To provide constant link with SOF, WMU and other country network;
- To establish and keep up to date the fellow directory
- To exchange knowledge information among members;
- To promote cooperation between different organizations and enterprises;
- To introduce WMU objectives and SOF and Nippon Foundation philosophy in Vietnam;
Specific Plan
- Organizing a meeting in October 2001 at the Vietnam Maritime University;
- Establishing Vietnam fellows directory;
- Developing the action plan for 2002;

8. Directory Updating Procedure:
Any change in fellows contact information must be inform the correspondent. The correspondent is responsible for updating the directory and inform to all member and SOF, WMU.

11. Procedure for finalizing any issue, items: 'tacit acceptance, i.e. if a fellow does not agree on one issue he must give notice to the correspondent or chairman within a period of time otherwise it is deem to be acceptable to him.
12. Proposals to SOF
- SOF, since takes the lead in setting up the WMU Sasakawa fellow network, should immediately establish the network homepage.
- The SOF should organize regular meeting for example 1 meeting in 3 years and focus on different topic
13. The Vietnamese fellows agree with the draft of Tokyo appeal.
