 National Council on Physical Fitness and Sports conducted "Survey on Sport Participation in Taiwan" taking sample from 15,361in 1999. The result indicates that 91.61% (engagement in sport), 8.39% (no engagement in sport), 24.82% (exercise regularly), 73.62% (exercise once in a while)Among those who exercise, 51.41% of them work out once or twice a week.  The objective of the CTOC concerning Sport for All movement are set out in its Constitution Article 3, which states that the general objectives of the CTOC are to promote Sport for All, to develop Olympic spirit, and to strengthen the friendly relationship between this Committee and the IOC as well we sport organizations both at home and abroad. Besides placing great emphasis on developing elite sports with a view to pursuit of excellence and athletes' own and national glory in the international sports competitions, the CTOC has been placing equal emphasis on Sport for All in its health and physical fitness .

  Publication of "Olympic Quarterly" to arouse women's interest to participate in Sport for All activities and entourages the civilian organizations to organize more sporting activities for women.

  Working with companies and factories to develop sporting and physical activities programs and encourage their employees to  take part in them.
 5) General people in the community : 
  Physical activities such as practicing Tai Chi Chuan, jogging, arms-swinging, groupdancing, badminton, throw flying discs, etc. 
 6) Aged people : 
  Planning to recruit some voluntary coaches to teach them how to play woodball or Tai Chi Chuan to change their traditional sedentary lifestyles.
 7) People with disabilities : 
  Giving the Chinese Taipei Sports Federation for the disabled with morale and material support.
