文化や価値観の異なる人々が、互いの独自性を尊重しながらも地球社会の利益のために共生するには、豊かな人間性と優れた指導力を備えた人材が必要とされます。奨学事業では、世界の諸問題に対する深い洞察力と果敢な行動力を持ち、政治や宗教の相違あるいは国の境を超え共通の利害のために貢献する人材の育成を目的に、人文社会科学および運輸・海事分野の大学院修学のための奨学金や各種奨励プログラムを提供しています。中でも、日本財団との共同事業である「ヤングリーダー奨学基金(SYLFF)プログラム」では、1987年にプログラムが発足して以来、世界40カ国62の高等教育機関に奨学基金が寄贈されています。各機関では、国際的な視野に立ち、従来の学問領域に捉われない多角的・総合的アプローチで学際的なテーマに焦点を当てて、各々独自の奨学金プログラムを運営しています。

The Scholarship Division supports the development of such human resources by implementing fellowship and related follow-up programs that encourage the careful examination of and action-oriented activity regarding a range of global issues within the parameters of maritime and transport, and social sciences and the humanities at the graduate level.

　The Ryoichi Sasakawa Young Leaders Fellowship Fund (SYLFF) program, initiated in 1987, exemplifies the goals of the Scholarship Division. Under this joint program, The Nippon Foundation is the donor of endowments to selected universities; The Tokyo Foundation's Scholarship Division oversees the endowments and the fellowship programs that are funded by the earnings on the endowments, and implements follow-up programs that emphasize a multi-faceted. trans-disciplinary approach to issues that transcend traditional academic disciplines. As of February l, 2002, there were 62 endowed universities and consortia in 40 countries.
