Note: As I mentioned in the comments for your letter dated on MAR. 22, "fire-extinguishing system giving equivalent protection" for these cargoes is not specified and the interpretation of the Circular is under discussion.
2.5 HOLD CLEANLINESS and CLEAN UP
Re: General
(15) The precautions in view of safety should be described in these items. The other issues, e,g,, cleanliness of the cargo hold for cargoes for which the contamination does not possess hazard, should not be described in this item. Therefore, the description for the cargoes categorized into GROUP other than "B" should be "No special precautions", basically.
2.6 WEATHER PRECAUTIONS
Re: GROUP "A"
(16) For the following cargoes, increase of moisture content of the cargo should be prevented after the measurement (c.f. paragraph 4.4.2). Therefore, the description should be read "Unless in the case that the cargo is carried by the specially fitted/constructed ship, in case of loading under rain or other circumstances which may cause to increase moisture content of the cargo, it should be ensured that the moisture content of the cargo is less than its transportable moisture limit or adequate preventive measures against increase of moisture content should be taken."

(17) I propose the following sentence for the items for these cargoes by the above reason:
"Provided that the cargo may liquefy when the moisture content of the cargo is high, unless in the case that the cargo is carried by the specially fitted/constructed ship, in case of loading under rain or other circumstances which may cause to increase moisture content of the cargo, it should be ensured that the moisture content of the cargo is less than its transportable moisture limit or adequate preventive measures against increase of moisture content should be taken."
2.7 LOADING
Re: General
(18) Taking all sentences of paragraph 5.1 of the BC Code into consideration, solid bulk cargoes should be trimmed in accordance with the cargo declarations, in general.
