内閣府の創設、独立行政法人制度の創設は出来、また「1府12省体制」もスタートするが、政令・省令の段階で、政官の圧力によって骨抜きにされる懸念がある。行政改革という大事業を成功に終わらせるには、マスコミや国民の関心が必要不可欠である。

The first steps have been taken toward implementing a package of large-scale administrative reforms, including the establishment of a cabinet office, a framework of autonomously managed administrative corporations, and a system of "one cabinet office and 12 ministries." It is feared, however, that this reform effort will be enfeebled by politicians and bureaucrats piling on multiple layers of governmental and ministerial ordinances. For administrative reform of this magnitude to have a chance of succeeding, keen attention and interest will need to be given it by both the mass media and the general public.
