「国民参加型外交の可能性と課題 −特に自治体外交の役割を中心にして−」
本報告は、自治体外交を推進するため、外交政策における地方自治体の役割を再確認することにある。そのため、まず日中間での地方自治体の国際活動の現状を紹介し、次いで自治体外交を推進するための課題を、国会・政府・地方自治体に分け提言する。
"Possibilities and Themes of Citizen Diplomacy - With Special Emphasis on the Role of Local Administrations"
With an eye to promoting cross-border diplomatic initiatives on the citizen or community level, this paper reconsiders the role of local administrations in foreign policy. Toward this end, it describes the current state of international activities between local administrations in Japan and China. It also proposes themes for promoting diplomacy among local administrations, while suggesting lines of demarcation between the national Diet, central government, and local administrations in conducting diplomatic activities.
