「日本の外交安全保障戦略を考える」

日本は軍事的自立のオプションをあえて放棄し、日米同盟を基軸にして「軍事中級政治大国」の道を選択すべきである。同時に国際社会に対し、日本は自国の利益だけでなく、世界とアジアの秩序にも配慮して軍事的に自己抑制するのだということことを明確にし、さらに、その選択が十分にアプリシエートされず、軍事的に自立しないことを理由に日本が大国として遇されないならば、日本人としても不本意ながら「普通の大国」を目指さざるを得なくなるかもしれないというメッセージを発信することが必要である。それによって初めて、軍事大国にならずに政治大国になるという日本人の希望が実現する可能性が出てくる。また、軍事面では中級の「普通でない大国」として生きるという日本の選択を他国に認知させて初めて、日本の国際貢献は非軍事面を中心にするというグローバル・シビリアン・パワー論的な構想が単なる日本のひとりよがりではなくなるのではないか。

 

"Considering Japan's Future Diplomatic and Security Strategy"

In selecting its future path, Japan should be daring enough to abandon militarily autonomy in favor of being a "political superpower" which, on the axis of the US-Japan alliance, maintains only a second-class military force. Japan should make its position clear that, within international society, it seeks not only its own self-interest; but, through military self-restraint, it seeks also to maintain order in Asia and the world. If, however, this choice is not fully appreciated or if Japan is not be treated as a superpower because of its decision to divest itself of military autonomy, it may, though reluctantly, be necessary for Japan to send out a message that it has no choice but to aim at becoming a "typical" superpower. If this can be avoided, however, it will for the first time be possible for the Japanese people to realize their aspiration of Japan being a political superpower, not a military one. In other words, it will be by other countries recognizing Japan as being a militarily second-class -that is, "atypical," -superpower that Japan will be able to make non-militaristic international contributions as a "global civilian power." In so doing, this concept of international contribution will no longer be a mere excuse for self-complacency on Japan's part, but will become a viable concept -one capable of gaining the support of other nations as well.
