ベトナム・フィリッピン海洋データセンター訪問
Visits to Vietnam and Philippine Oceanographic Data Centers

アジア諸国との海洋データ・情報に関する協力関係をより緊密にするために、2000年7月中旬、8月の上旬に、それぞれベトナムおよびフィリピンの国立海洋データセンターを訪間した。この訪問は、IODE議長のベン・サール氏の要請もあって英語版を作成したMIRCの海洋データ品質管理ソフトウェアの説明・提供も目的の1つあった。訪問先のそれぞれで、MIRCの活動状況と成果の紹介をかねて、海洋データ管理上の種々の問題点について講演した。強調したのは、各国が対象とする海域の特性に従った管理を行う必要があり、米国NODCが世界の海を対象として行っている方式は十分ではなく、独自の工夫が必要であること、また海洋データ管理の仕事には、研究的な側面が非常に重要であることである。
ベトナム国立海洋データセンターは、国立科学技術センターに属する海洋研究所に置かれており、本部が中部のニャチャンにあり、支所が北部のハノイとハイホンにある。ベトナム海洋研究所の歴史は古く(1922年創設)、図書館にシーボルトの日本訪問記の原本があったのには驚かされた。ハイホンを訪ねる時間はなかったが、ニャチャンには約150名、ハノイには約50名の研究者がいる。海洋データ管理に担当者は、それぞれ数名である。ニャチャン到着早々、担当者が「品質管理問題が、現在の最大関心事である」と言っていたが、「その話をしに来た」わけで、非常に喜ばれた。また、ハノイで、「国内の海洋観測機関からのデータ収集が不十分であり、各機関にインベントリイ情報の問合せ中である」と言っていた。「返事が来ているのか」と訊ねたところ、「これから担当者が手分けして、各機関を訪ねるところだ」という答えが返ってきた。計算機システムなどの整備は十分ではないが、若手が活発で自立的に良く仕事をしているという印象を受けた。
フィリピン・マニラでの訪問は、日本の水路部にあたる機関に置かれたあるデータセンターと、フィリッピン大学の海洋科学研究所とであった。データセンターには適当な講義室がないというのでホテルの部屋を借りて講演し、ソフトウェアの説明はセンターで行った。講義にはお偉方が何人か出席したが、私としてはセンターでの説明に列席した若手の方が印象に残っている。中でも連合王国で計算機の勉強をして来たという男が、熱心に質疑をしていた。フィリピン大学では、1999年のマレーシアでのICIWP99 (MIRC News Letter No. 6参照)で知り合ったハシント博士を訪ね、海洋学関連の研究観測状況を聞いた。興味深かったは、東南アジア諸国の間での協力観測・研究が進んでいて、ハノイで会ったクェ博士の話が出た。
In order to create cooperative relations to NODC's in Asian countries, we visited Vietnam Oceanographic Data Center belonging to Ocean Research Institute of Vietnam, and National Mapping and Resource Information Authority (MRIA) belonging to Hydrographic and Geodetic Survey Department of Philippine in middle of July and in early August 2000, respectively. One of the purposes of these visits is to demonstrate and to offer MIRC Quality-Control Software (English version). A lecture on MIRC activities and various problems in oceanographic data management was given in each institution. It was emphasized that the quality-control technique used by US NODC to compile World Ocean Data Dataset 1998 is not good enough if we confine our attention to local seas, and that there are many research items in oceanographic data management businesses.
The head office of Vietnam Ocean Research Institute is located in Nha Trang and its branches are in Hanoi and Haiphong. It has long history and was set in 1922. The original copy of the Japan Travelogue written by Siebold is kept in its library. We have no time to visit Haiphong. There work about 150 scientists in Nha Trang and 50 scientists in Hanoi. The several researchers are involved in each VODC section. The researcher in charge in VODC at Nha Trang opened his talk "Main subject, that we have now is quality-control problems". So, they appeared to enjoy our talks and appreciated MIRC Software. In Hanoi, they said " As data collection from many of Vietnam oceanic institutions is very limited, we sent an inquiry sheets on inventory for them. I asked "how about response?" They did not answer directly, but said "We just started to send our researchers for each of institution." Although their facilities including computer system are limited in present status, their young staffs appear to be very active and to work hard on their own feet.
We made a lecture in a meeting room in a hotel in Manila, Philippine, as MRIA has no suitable lecture room. The demonstration of MIRC software was made in an office on MRIA. Several dignitaries attended for my lecture, but I was very impressed by young scientists who attended for the software demonstration. Especially, one scientist who had been educated about computer sciences in United Kingdom, and jusrecently returned, gave keen questions and discussions. We visited Prof. Gil S. Jacinto at. Marine Science Institute of Philippine University, whom I met in ICIWP99 in Malaysia 1999｢?See MIRC News Letter No. 6 ｢?jin order to lean present status of oceanic research in Philippine. It was impressible that cooperative works among South-Eastern Asian Countries have developed recently. He knows well Dr. Que of Vietnam Oceanographic Data center, whom I just met in Hanoi.
