Need for Human Resource Development
Owing to the very specialized nature of civil aviation operations and imperatives of safety, SSCA has to evolve viable human resource development policies and implement them without any delay. To address some of the more immediate needs, following measures have, however, been taken, largely as external initiatives:
(a) Training of Air Traffic Controllers, through Foreign assistances.
(b) Communication/Nay Aid equipment maintenance training.
(c) Aviation English Training.
(d) Overseas training for some officials largely through Foreign Fellowships.
(e) Airport Engineering.
(f) Power Supply System.
It is essential to systematically and scientifically plan the training of SSCA personnel through several training interventions. This is necessary because SSCA personnel do not have the required knowledge/ skills for ensuring safe civil aviation operations.
PROPOSALS
That SSCA cannot allow this unhappy situation to continue is obvious. Various training interventions are necessary to prepare manpower for civil aviation challenges. The interventions proposed are:
(a) On the job training through substitution technical assistance.
(b) Establishing in-house training center and staffing it appropriately.
(c) Providing fellowship training to senior officials overseas.
(d) Educate/train young entrains in local schools/institutes.
These four interventions have been presented in the form of four different Project.
