b) Responses to the Illegal Disposal of Waste

Placing its emphasis on responses to the illegal discharge of waste as an important agenda in maritime environment protection, JCG has been reinforcing its surveillance and enforcement measures in cooperation with other organizations, for example, the implementation of the "Sky Patrol," which is carried out from the sky in cooperation with local governments and police authorities, to survey the status of illegal discharge of waste, and the promotion of nationwide participation in "Council on Environmental Crime," established by local governments.

3] Response to the Illegal Discharge of Oil and Noxious Liquid Substances From Vessels

JCG has the system of oil analysis at its regional Coast Guard Headquarters, the Japan Coast Guard Academy and the Coast Guard Research Center. In addition, as noxious liquid substances are often illegally discharged from the vessels navigating offshore and as they, unlike oil, are difficult to detect with no significant traces in the ocean, JCG carries out investigations utilizing information from the parties and takes legal action against vessels in violation of laws.

4] Response to the Illegal Discharge of Sewage from Coastal Factories

JCG periodically takes samples of discharged water from coastal factories and checks if they satisfy the criteria set by the Water Pollution Control Law.

 

(3) Status of Discharge of Waste to the Sea

JCG, based on the Marine Pollution Prevention Law, carries out registration of vessels regularly used to discharge waste, verifies the pre-processing of certain noxious liquid substances and certifies plans concerning the discharge of waste, burning of oils, etc., and disposal of vessels, for example. Through the implementation of these measures, JCG ensures the appropriate disposal of waste, conserves the marine environment and monitors the state of their discharge as background data concerning marine pollution.
