This is due to the fact that Korean fishing vessels were no longer authorized to operate in Japanese EEZ, excluding provisional waters, and other zones, without permission from Japan following the entry into force of the New Japan-Korea Fishing Agreement in January 1999.
Note: The number of vessels verified includes those foreign fishing vessels navigating, roaming or operating that JCG has visually confirmed from its patrol vessels, craft and aircraft.
2. Violations of the Penal Code
In 1999, JCG sent 1,166 cases of violations of the Penal Code at sea to the Public Prosecutor's Office. A look at the specific kind of crimes reveals that obstruction of traffic caused by negligence in the conduct of business accounts for the great proportion of this figure (1,011 cases, 86.7%) followed by death or injury caused by negligence in the conduct of business (112 cases), murder and bodily injury (19 cases), and fires caused by negligence in the conduct of business and the like (6 cases).
