観測情報ネットワークを構築することにおいて、財政的および技術的な制約がある。

EEZ(排他的経済水域)に代表されるように、いくつかの国にはデータの相互交換に制約がある。またロシアにおいては国内予算が不十分である。
・The Vanuatu Met. Service only does atmospheric observation. It is not financially capable of handling a oceanographic observation on a national level. The National Tidal Facility based in Australia has taken initiative to monitor the sea state at a regional level (オセアニアF 島しょ)
