As a service engineer of an engine builder, I should like to recommend the following items to assure more reliable operation of main engines in future.
1) The present criteria of residual fuel oil is not fully satisfactory to specify the requirements of the fuel oil for slow speed marine diesel engines. Combustion Flame Analysis in a Compressed Bomb, TG-DTA (Thermogravimetric Analyzer-Differential Thermal Analyzer), FIA(Fuel Ignition Analyzer) and precise Chemical analysis are to be recommended.
2) The description in bunker receipt to be reliable one or authorized by an independent authorities. The residual fuels are merchandise.
In the end, I should like to say, "one strike(bunkering) is enough to destroy marine, engine in service."
