The balance between TC level and SC level should be taking into account carefully. The Chairman suggested that the necessary Liaisons should be decided by taking into account of what the best expertise is and where the best service is including resources. In this point of view, Liaisons with other international or regional organizations (e.g. CEN, PASC) would be handled by TC level and Liaisons with other ISO/TC in specific topics would be handled by SC level, in most cases.

It was decided that the Liaisons in TC8 should be at the subcommittee level in general to facilitate the progress of work, which is carried out by the working groups under the subcommittee. The subcommittees need to review present Liaisons in terms of minimum number of liaisons. Where they are not necessary, they should be deleted.

Admiral Hopkins introduced the example of desirable Liaisons between TC8/SC3 or SC2 and TC70 on exhaust emission, environmental issues. Mr. Schade reported the Liaisons with ISO/TC45 Rubber and Rubber products, and suggested that the Liaison should be deleted when its project has finished. Regarding the external Liaisons, the Chairman suggested that this should be handled carefully based on formal procedure in terms of political point of view.

The Chairman asked the secretary of TC8 to talk with Mr. Abram of ISO/CS about the current liaisons and its procedures in general for including in ISO/CS generated documents referring to TC8.
