State of affairs: Since the SC4 chairman and secretary were changed, some effective measures were taken in order to make meaningful progress in the project. First, SC4 make a annual business plan; Second, we ask WD15516 working group to hold a discussion meeting inviting many domestic experts which has completed in 2000-03-16. Although we are still short of foreign experts, we got permission from ISO/TC8 secretariat to change the WD into CD and to circulate it to all voting members by file ISO/TC8/SC4 N32,33,34. Up to now, SC4 received 9 ballots (8 approval 1 disapproval) from China, Germany, India, Japan, Netherland, Norway, Russia, United Kingdom, USA for turning into DIS. Italy, Japan, Netherland, United Kingdom and USA gave positive comments. In order to make the project more perfect, WG1 would like to convene a meeting which should be held as a SC1 and SC4 coordinating meeting and we hope that more foreign experts could join.
