Towards a European Integrated Coastal Zone Management Strategy:
French Contribution in the Mediterranean

ABSTRACT
The strategic importance of coastal and nearshore marine resources in meeting current and future development needs, requires a strategic approach to planning and management of coastal areas. The recent EU Demonstration Programme on Integrated Coastal Zone Management (ICZM) together with the adoption of the European Spatial Development Perspective (ESDP), represent a response to these concerns.
In this context and as both a Northern and Mediterranean EU county, France has a specific role to play in paving the way towards better integration of instruments specific to the different sectoral, environmental and spatial planning policies. A new instrument for a comprehensive management of the watershed area and its receiving waters is presented : the Water Use and Management Master Plan (SDAGE) was instituted by the Water Act in 1992. In the Mediterranean (Rhone-Mediterranean-Corsica -RMC- Basin) , it laid down the principles for global and consensus-based management of water resources and the aquatic environment.
This paper gives a practical example of how a legislative tool, the 1992 Water Act, and a strong financial institution, the RMC Water Agency, supported by a ramified consultative structure (Basin Committee), can be efficient towards more integrated management of the watershed and its receiving waters, i.e. the coastal zone.
