(2) Interval between occurrence of marine accident and offer for commencement of inquiry

Commissioners made an offer for commencement of inquiry within one year of the occurrence of marine accidents for 485 vessels involved 1998, or 66.3% of the total, with the average interval between occurrence and the offers 11.5 months. The average interval during the past five years is 11.6 months.
