b. Examinees and designated persons concerned in marine accidents
A total of 611 examinees and 55 designated persons concerned in marine accidents were brought before the inquiry court in 1998 regarding collisions. For groundings and damage to machinery, the numbers were 141 and eight, and 95 and 12, respectively.

Classified according to title, 836 examinees in 1998 were masters, equivalent to 79.6% of the total number of examinees, while 91 were chief engineers, representing 8.7% of the total. Together, therefore, examinees in these two categories accounted for 88.3% of the total. In terms of qualifications, 382 examinees in 1998 held First Grade Small Ship Operator certificates, followed by 180 with Fifth Grade Maritime Officer (Navigation) certificates, 106 with Fourth Grade Maritime Officer (Navigation) certificates, and 106 with Fourth Grade Small Ship Operator certificates.
