2. When an Examinee or a Designated Person Concerned in a Marine Accident is additionally designated after the commencement of inquiry, the proceedings of inquiry shall be renewed.

Article 46. When a Judge or a Commissioned Judge is changed after the commencement of inquiry. The proceedings thereof shall be renewed. However, this shall not be applied when only the judgement remains to be pronounced.
2. The provision mentioned in paragraph 1 shall not be applied to the case to which a supplementary Judge or a Commissioned Judge participates anew in the inquiry.

(Ruling on Participation of Commissioned Judges)
Article 48. A Marine Accidents Inquiry Agency may, when the need of participation of Commissioned Judges in the inquiry of a case, make a ruling to cause Commissioned Judges to participate therein after asking the opinion of the Commissioner.
2. In the case of paragraph 1, the Marine Accidents Inquiry Agency shall renew the proceedings of inquiry.

Article 49. When the examination of evidences is brought to an end, a Commissioner shall be state his opinion about the conclusion on the cause of the marine accident, and the disciplinary punishment on the Examinee as well as a recommendation to the Designated Person Concerned in a Marine Accident.
2. An Examinee, a Designated Person Concerned in a Marine Accident and a Counsellor may state their opinions against the opinion of the Commissioner mentioned in paragraph 1.

Article 50. An Examinee, a Designated Person Concerned in a Marine Accident and a Counsellor shall be accorded an opportunity to speak at last.
