b) A teacher of a department of navigation of vesseles or operation of marine engines at a high school under Article 1 of the School Education Law (Law No. 26, 1947), seamen's school or other educational institutions prescribed in the provisions of the Ministry of Transport Ordinance;

c) A captain, a mate, a chief engineer or an engineer as provided for in Article 3, item 1.

(3) Persons who obtained license of the Third class Marine Officer (Navigation) or the Third class Marine Officer (Engine) and who have the carreer in one or two or more of the positions mentioned in sub-paragraph (2), item (a) to (c), where they have experienced not less than for eight (8) years in the total period;

(4) Those who passessed the experience not less than for three (3) years as a Maritime Safety Official in the 4th grade or above the equivalent grade in the classification, as prescribed in the Public Safety Employment Compensation Schedule (2), as a Secretary of the Marine Accidents Inquiry Agency in the 4th grade or above, as prescribed in the Administrative Employment Compensation Schedule (1), or as a Ship Inspector or a Licensing Examiner in the 2nd grade or above, as prescribed in the Specialized Employment Compensation Schedule.

(Number of Judges, Etc.)

Article 4-2. The number of Judges, Commissioners and Assistant Commissioners of the Marine Accidents Inquiry Agency shall be as follows:

(1) Judges……………………………… 53;

(2) Commissioners……………………… 41;

(3) Assistant Commissioners…………… 9;

(Number; Term of Commissioned Judges)

Article 5. The number of the Commissioned Judges shall be twelve (12) for each Marine Accidents Inquiry Agency. However, twenty four (24) for Moji Local Marine Accidents Inquiry Agency.

2. There shall be twelve (12) Commissioned Judges from among the number of same Agency in the Branch of Moji Local Marine Accidents Inquiry Agency.
