4.1 Executive Committee Report
The Report of the Executive Committee distributed as paper AGM3/4/1 was discussed.
Professor Takeshi Yagi of the Japan Education Institute for Seamen reported on the presentation on behalf of AMETIAP by Professor Takeshi Oya of the Institute for Sea Training, Ministry of Transport to the 4th interim meeting of the Seamen's Committee of the Asian Shipowners' Forum, in Tokyo in October 1998;
Mr Wenifredo Sola, Principal of the Magsaysay Institute of Shipping in the Philippines, reported on the presentation on AMETIAP he made to the European Training Partnership meeting in France in October 1998 and on the possibilities for establishing links;
The description of the first joint IMO-AMETIAP project "Pedagogical Training Workshop", which was announced by Dr Moustafa Aziz during the opening ceremony of the 98 AMETIAP Conference, was greeted with acclamation and an expression of thanks to IMO and to Dr Aziz for assisting in obtaining approval for the project. The project agreement was then signed on behalf of IMO and AMETIAP and a vote of thanks taken.

It was agreed that:
・participants from non-member organisations attending IMO-AMETIAP workshops and other projects should be charged a fee;
・participants attending IMO-AMETIAP workshops and other projects should receive a certificate upon successful completion, signed jointly on behalf of IMO and AMETIAP;
・e-mail addresses of members will be provided to the Executive Secretary;
・a second newletter will be produced and distributed;
・contact to be made with the ITF with respect to the floating exhibition which is in the region;
・in view of the very positive response from the Asia Shipowners' Forum and Mr Gilbert Feng's address on behalf of the ASF to the 98 AMETIAP Conference, the strengthening of the links with the ASF to continue;
・AMETIAP to accept the invitation to participate in the meeting of the CSCAP Maritime Cooperation Working Group in Kuala Lumpur on 17-18 November 1998.
The Report of the Executive Committee was accepted with a vote of thanks for the work done during the period covered by the report.

4.1.2 Amendment of Constitution
Further to the decision taken at AGM2, the amendments to the membership provisions and to enable the Executive Committee to set fees and to co-opt two additional members, as described in paper AGM3/4/1/2, were approved unanimously.
