18 The recommended tracks for HAZMAT ships will increase safety and protection of the marine environment by reducing the risk of collision with the faster moving, commercial ships of 300 gross tonnage and above. By separating HAZMAT ships at least 5 nautical miles in the southbound ships of 300 gross tonnage and above and at least 25 nautical miles in the existing crude oil tanker traffic pattern, the navigation of ships will be more predictable and safer for all mariners off the California coast.

 

Addidonal actions taken by the United States

 

19 The United States has taken several steps domestically to improve navigational safety and protect the marine environment in this area. These steps were taken pursuant to extensive studies and planned management of vessel traffic that has occurred over the past several years. Examples include the industry agreement for crude oil tankers to voluntarily remain a minimum distance of 50 nautical miles from shore. Also, the "Prevention Through People" (PTP) program identifies and shares improvements in vessel operations, maintenance and management practices to prevent accidents. Local notices to mariners have been issued recommending that vessels carrying hazardous cargo or large amounts of bunker fuel navigate as far from shore as the weather and operations permit and requesting all vessels exercise particular caution when navigating through the Monterey Bay National Marine Sanctuary.

 

Action requested of the Sub-Committee

 

20 The Sub-Committee is requested to approve the proposal for recommended tracks off the coast of California as set forth in the annex and forward the proposal to the Maritime Safety Committee for adoption. The United States requests that the effective date of implementation would be six months after adoption.
