DRAFT OUTLINE OF THE PROPOSED COMSAR CIRCULAR
1 Further efforts are required of reducing false distress alerts and inappropriate control of IDs since false distress alerts and inappropriate control of IDs impose heavy loads on the SAR organization and threaten the reliability of GMDSS.
2 The Sub-Committee request Member Governments to provide informtation on false distress alerts received and on inappropriate control of IDs in order to analyse and consider the problems of them. It should be added that the provision of this information is not mandatory requirements but voluntary contributions from Member Governments that are interested in the problem.
3 The information should be provided every six months, counting from the implementation date of the GMDSS, i.e. 1 February 1999, within two months after the six months' period. (For example, the first period ends on 31 July 1999 and the information should be due by 30 September 1999 and the second period ends on 31 January 2000 and information should be due by 31 March 2000.) This information should be provided until necessary discussion has begun.
4 Member Governments are invited to analyse the informtation on false distress alerts received and the informtation on inappropriate control of IDs. It is hoped that they could propose concrete measures for reducing false distress alerts and inappropriate control of IDs on the basis of this analysis for the consideration of the Sub-Committee.
