APPROPRIATE AND UNIFORM PUNISHMENT FOR THE CRIME OF PIRACY AND ARMED ROBBERY AGAINST SHIPS
The Brasilia Seminar and Workshop
NOTING that the fight against piracy and armed robbery against ships is, in some cases, handicapped by the absence of effective procedures in some countries for investigating reported cases of piracy and armed robbery against ships,
NOTING ALSO that, in other cases when arrests are made, some countries do not have in place the legislative framework necessary to adequately punish criminals convicted of piracy and armed robbery acts against ships,
NOTING FURTHER the need to harmonize, at an international level, procedures for investigating reported cases of piracy and armed robbery against ships and the punishment of perpetrators of such crimes,
INVITES the Maritime Safety Committee of the International Maritime Organization (IMO) to bring this matter to the attention of the Legal Committee inviting it to consider the issue; in particular to consider developing, as a matter of urgency, an international code for the investigation of piracy and armed robbery against ships and recommending an appropriate punishment for the crime.
