REPORT OF THE WORKING GROUP ON IMO MSC/CIRC.622
RECOMMENDATIONS TO GOVERNMENTS FOR COMBATING PIRACY AND ARMED ROBBERY AGAINST SHIPS
The Working Group recommended that chapter 3 of the Guidelines in MSC/Circ.622 be revised to make it more applicable to the South American and Caribbean region, bearing in mind that the Guidelines were based on a specific report from the Malacca Strait.
The following amendments are suggested:
Paragraph 4:
・ The coastal/port State shall develop action plans detailing how to prevent such an attack in the first place and the action to take in case of an attack.
・ At the end of the paragraph to add after "straits": "and other channels of strategic importance."
Paragraph 5: after the word "station" add: "to alert the Coastal State/Port State"
Add a new paragraph 6 bis as follows:
"Coastal/port States should report to IMO any act of piracy or armed robbery in their waters. Coastal/port States are further required to immediately respond to calls and to react on the reports received from ships."
Paragraph 24: add after "Strait": "and the South American and Caribbean region". This would make the paragraph more universal.
Paragraph 25: add after "equipment": "and other applicable modern technology". The adjustment is necessary in order not to exclude other means.
Paragraph 29: add a new sentence:
"Some countries have already a well established co-ordination which is also used for combatting piracy and armed robbery."
The Working Group furthermore had the following general recommendations:
.1 All national agencies involved in the prevention and suppression of piracy and armed robbery against ships should take appropriate measures for the purpose of maxmizing efficiency and effectiveness and, at the same time, minimizing any relevant adversity;
.2 Furthermore the coastal/port State is recommended to involve in their discussions also the representatives of shipowners and seafarers;
