ANNEX 1

AGREED TERMS OF REFERENCE FOR THE MISSION

 

The principal purpose of the missions will be to impress upon the Governmental representatives of the countries to be visited the need for action and motivate political will to act at national and regional levels. Supplementary to this, the missions will aim at:

- identifying both the general and specific problems relating to piracy and armed robbery against ships in the region visited, including a profile of the typical pirate in that region and most likely targets (fishing vessels/cargo ships at anchor/ships in transit, etc.);

- studying existing national and regional infrastructure (administrative and equipment) for dealing with the problem and determine how effective they are; and what else could and should be done;

- exploring ways of linking anti-piracy measures to existing law-enforcement measures thus pooling services, if possible and saving costs by using already available resources, e.g. existing resources for anti-drug trafficking, smuggling and anti-terrorism measures;

- explaining available guidance materials (mainly MSC/Circs. 622 and 623) for dealing with piracy and armed robbery against ships as well as other recommendations to improve safety at sea, including search and rescue and pollution prevention; and

- holding preliminary discussions on establishing a regional approach to the problem.

 

Once the above subjects have been discussed and sufficient progress has been made in their consideration, the countries visited should be encouraged to participate at the contemplated regional seminar by officers of sufficient seniority who are dealing or will be dealing with the subject of piracy and armed robbery against ships.

To achieve the above goals, the missions should include experts with:

- background in law enforcement (Police/Navy, Coast Guard, Customs, etc.)

- legal background

- seafaring background

- SAR and radiocommunications background.

 

The missions will be led by senior IMO staff member (s) and should visit all departments and agencies connected with anti-armed robbery efforts in the county.
