- communicating to the Federal Policy any incident of attack or attempted illegal boarding of the ship in port or at anchor.
42 In conclusion, the IMO mission has appreciated the co-operation of the Brazilian authorities in the ports of Santos and Rio de Janeiro. There were open and frank discussions with all the officials present and they all expressed deep concern at the incidents of attack on ships in Brazilian ports and the mission's opinion was that there was a genuine desire to deal with the problem. The success or otherwise of the new measures being implemented will take some time to become apparent while, in the meantime, the competent Brazilian authorities should be given every assistance and encouragement not to relent in their efforts. The attacks in Brazilian waters happen within the port areas. The problem therefore can only be solved by local law enforcement agencies on their own.
