コソボ紛争は、冷戦後の武力行使において大きな節目となるだろう。国連決議を経ないNATOによる自己委任の空爆であったこと、人道目的による主権国家内への介入であった点が大きな特徴である。ユーゴ空爆の歴史的な意味と限界、アジア情勢への影響、国連への挑戦という側面から、今回の紛争を振り返りたい。
"The Kosovo Conflict from the Ground"
The Kosovo conflict constitutes a major juncture in the use of armed force to settle conflicts in the post-Cold War period. Without obtaining a UN resolution to authorize such action, NATO acted on its own responsibility in carrying out a bombing campaign in Yugoslavia. This campaign and the intervening it constituted into the domestic affairs of a sovereign nation for humanitarian purposes were perhaps the conflict's most salient features. The bombing of Yugoslavia is of epoch significance both in terms of its influence on affairs in Asia and its challenge to the United Nations. The conflict and its ramifications, therefore, warrant reexamination.
