「中央省庁等改革問題」

 

中央省庁は2001年1月をめどに再編成される。内閣機能の強化、省庁の半減・スリム化、独立行政法人制度の導入、政策や行政の「評価」の重視、併せて、副大臣制度の導入など政治主導の確立が狙いとされる。これまでの行政の「聖域」にメスが入り、改革へ向けて動き出したことは高く評価されるが、20本近い法律等を検討すると、多くの問題があり、また、政令以下に委ねられていることが多い。今後とも改革の動向を注視していく必要がある。

 

"Problems of Central Government Reform"

 

The restructuring of Japan's central government is targeted for completion in January 2001. Its aim is to establish a system in which the Diet plays the primary role in policy-making. To this end, a number of reforms are being initiated, including the strengthening of the cabinet's function, the downsizing and streamlining of ministries and agencies, the introduction of a system of independent administrative corporations, a stronger emphasis on policy and policy-administration evaluation, and the introduction of vice-minister system. This effort to make inroads into the sacred domain of the bureaucracy deserves high marks. However, when examining nearly 20 volumes of new laws concerned, a mountain of problems remains to be overcome. Moreover, a great deal of decision-making is still left to the cabinet and sub-cabinet levels of the bureaucracy. It will, therefore, be necessary to keep a close eye on the direction that the path of the reform will take.
