The Chairman directed that the differences between 5.3 (2) and (4) with respect to ‘Standards for maneuverability’which are proposed in the CEN/TC300 should be reported to the Chairman and TC8 Secretary.
Note Secretariat: there was a mistake of duplicating description on 5.3 (2) and 5.3 (4).
Therefore, 5.3 (2) should be deleted.
SC 10(Norway)
Mr.Staffan Robertsson, the Chairman of SC 10 gave a detailed report of SC10.
He thanked JMSA for hosting the SC10 Meeting and for the tour of the testing facilities.
Mr.Robertsson reported that in Resolution of the SC 10 Meeting, which was held 19th October at JMSA office in Tokyo, he specifically requested Mr.Eugene.D.Story,the convenor of the SC10/WG1(The implementation of Fleet Management System Network),that WG1 should call for its meeting as soon as possible to discuss all the comments received from Japan, Norway and other countries. Also, it was resolved that Mr. Spencer Schilling, the convenor of the SC10/WG4(Shipboard Loading instruments), that WG4 should call for its meeting as soon as possible to get the work started.
He also reported that SC10 expressed its appreciation of the work carried out by Mr.Ivar Foss and asked NTS to extend his engagement beyond year 2000. The Chairman thanked Mr.Foss for his contribution and added his support for Mr.Foss beyond year 2000.
Regarding the periodical review of the SC10 standards, Mr. Robertsson expressed that these old standards should be reviewed quickly in step with the advance of present technology. He also suggested that there is the possibility of further cooperation between ISO/TC8/SC10, IEC/TC80 and IEC/TC18 with regard to the work items of SC10.
7. ESTABLISHMENT OF SC11
・8 N 939 Technical Management Board Resolution 61/1999
The Chairman explained the details of the necessity to establish the Subcommittee 11 during and after the TC8/AG Meeting held in Galati in Romania and specifically the ratification of the ISO/TMB with respect to the establishment of the Subcommittee 11 based on 8N 939.
Mr.J.van Elk expressed that there was less correspondence about the establishment of SC11 and supposed that the O members in TC8 were not informed of this.
The Chairman explained for the questions about the relationship between the scopes of SC11 and SC7 that the ships operating solely in inland waters are covered by SC7, but the ships operating from inland waters to sea are not covered in SC7. Newly established SC11 covers both sides so in order to avoid the duplication work, some coordination and liaisons between SC7 and SC11 should be taken in the future work. Following ISO Technical Management Board Resolution 61/1999, ISO/TC8 establishes its SCll with the following title and scope:
Title: Intermodal and short sea shipping
Scope: Standardization of general issues; principal requirements; design, construction and operation of ships and equipment; technology for intermodal, including ship/port interface and other modes of transportation, and short sea shipping.
The Chairman explained present difficult situation in Romania to participate in TC8 Plenary meeting in Tokyo and proposed Mr. Liviu Crudu of ICEPRONAV as new Chairman of SC11.
This resolution was approved with only the Netherlands against.
