Chairman's Report on IMO Activities
Since our last meeting of ISO/TC8 in 1998 in Maldon, UK, I have participated in the following IMO meetings as the ISO representative:
Maritime Safety Committee (MSC)
No.70-1998-12-07/11
No.71-1999-05-19/28
Marine Environment Protection Committee (MEPC)
No.42-1998-11-02/06
No.43-1999-06-28 to 1999-07-02
Our representatives from SC1,SC3 and SC6 have attended and provided information and assistance to IMO/FP, IMO/DE, IMO/BLG, and IMO/NAV meetings. In addition, Mr.Hime,AG member from USA, actively participates in the IMO Facilitation Committee. These representatives have brought great credit to ISO and ISO/TC8. The delegates from our SCs and Mr.Hime will report on the details of ISO activity in these meetings.
At MEPC43, I briefed the OPRC(Oil Pollution Preparedness, Response and Cooperation) working group on ISO activities. IMO at MEPC 43 deferred update of the NOx Code pending receipt of revision to IS0 8178(TC70). At MSC, MEPC and the IMO subcommittees, we have provided both action and information papers to IMO to facilitate the work of IMO and provide industry input. We have represented "all of ISO"and have submitted numerous inputs from the work of other ISO/TCs; such as,TC28,TC35,TC67,TC70 and TC184.
In the past 4 years, we have moved forward from "observer" to "active observer" status at IMO. We now have nearly 100 standards and approved work items relating to IMO matters. In our approximately 200 new proposed work items, more than 50% relate to areas of IMO interest.
Our relationship with the IMO Committee Chairman and Secretariats, the Senior Staff and Division Directors of the Maritime Safety Division and the Marine Environment Protection Division and the Secretary-General continues as outstanding.
In 1999, your Chairman was appointed by the Rector, World Maritime University, Malmo, Sweden (established by IMO) as a "visiting professor" to lecture on the importance of strategic standardization in world maritime trade. This appointment will further enhance the strong ties between ISO/TC8 and IMO.
I believe that we have moved forward substantially, but much remains to be done. It is vital that we meet our target dates and commitments to IMO.
Respectfully submitted:
Charlie Piersall, Chairman, ISO/TC8
