Reason: They refer to different things. It is appropriate for the latter part be put at the beginning of clause 3.1
"structural fire protection" in the third sentence should be replaced by "fire protection construction and fire detection systems".

Clause 3.1.4
The content of this clause should be moved as sub-clause 3.1.2. Existing sub-clause 3.1.2 should be renumbered together with subsequent sub-clauses.
Clauses 3.1.6
The second sentence should be replaced by "A language understandable to crew members shall be added if the official language, English or French whichever is used is not understandable to them."
Reason: The meaning of "working language" is vague. If crew members understand the official language, English or French whichever is used, an additional language is not needed.
Clause 3.1.7 and 3.1.7.1
The provisions in these clauses should be deleted.
Reason: The items of information required by them are not useful for fire fighting personnel. If necessary for a certain purpose, they should be provided in SOLAS.
If they are to be retained, the word "original" in 3.1.7b) and "(I, II, III with or without sprinklers etc.)" in 3.1.7b) and 3.1.7.1 should be deleted.
Reason: Methods I, II and III are not fire protection methods under the today's SOLAS Convention. Fire plans shall show fire protection method actually used on the ship. "original" is not necessary.
Clause 3.2.1
"together with means of access to compartments, decks, etc." should be added at the end of the first sentence.
Reason: Apparently necessary information for fire extinguishing operations.
Clause 3.2.1.1
The first sentence should be replaced by "The following items shall be indicated in the legend as the content of each fire locker." The following should be added.
" - Fireman's outfits
- Spare charges of fire extinguishers
- Rescuing tools to be provided for helicopter facilities"
Reason: Items to be indicated in the plans which are not covered by the list given in Annex should be specified.
"or safety" in the second sentence should be deleted.
Reason: Not relevant to fire-extinguishing appliances.
Clause 3.3
"Structural fire protection plan" should be replaced by "Plans for fire protection construction fire detection systems".
Reason: See the comment for clause 2.10.
Clause 3.3.1
In sub-clause b), "ventilating fans, fire dampers and ventilation system controls" should be replaced by "ventilating fans and fire dampers".
Reason: ventilation system controls are listed in Annex A and to be indicated in fire protection appliance plans together with means of controls for fuel pumps, etc.
Clause 3.4
"Primary and secondary" should be deleted.
