(Personnel)
Article 306.
Employees of the corporation shall be appointed by the presiding director from among the personnel on the staff of the chief executives of the partner bodies with the consent of respective chief executives.
(Holidays)
Article 306-2.
In the application of the provisions of Article 4-2 to the Corporation, "the bylaw" in said article shall be read as "the Regulations of the Corporation."
Section III. Finance
(Business Year)
Article 307.
The business year of the corporation shall coincide with the fiscal year of the ordinary local public body.
(Account)
Article 308.
Necessary accounts shall be established to finance the operations of the corporation.

The projects for housing or lands to be disposed of by the corporation under Article 302 and the projects referred to in item 3 of paragraph 1 of Article 298 (hereinafter referred to as "special projects") shall be financed by an account separate from others, in which best efforts shall be made that the expenses for such projects be appropriated chiefly from the revenues accrued from the disposition of such housing or lands and from local public bonds issued for the purpose of special projects.

Partner bodies may make necessary investments in the account for special projects.
(Budget)
Article 309.
The corporation shall prepare the budget each business year.
2.
The corporation may revise the existing budget when there arises a need of supplementing it or making other modification thereto, for reasons unforeseen at the time of preparation of the budget.
3.
When the corporation has prepared or revised a budget under the preceding two paragraphs it shall immediately report thereon to the chief executives of the partner bodies, make public its outline.
