Upon such objection, the administrator of the partial union shall consult the assembly of the partial union for decision.

 

3.

The assembly of the partial union shall form its opinion within twenty days from the day of such consultation.

 

Section III. Wide-Area Union

 

(Performance of Functions by Wide-Area Union)

 

Article 291-2.

The State may, as provided in law or cabinet order based in law, allow a Wide-Area Union to perform those functions under the authority of the chief executives of national administrative agencies which are related to the functions of the Wide-Area Union.

To, Do, Fu or Ken may, as provided in bylaws, allow those functions under the authority of an executive organ of the To, Do, Fu or Ken which are related to the functions of a Wide-Area Union not comprising the To, Do, Fu or Ken, to be performed by the said Wide-Area Union.

 

3.

The provisions in paragraph 2 of Article 252-17-2, Article 252-17-3 and Article 252-17-4 shall apply mutatis mutandis to a Wide-Area Union that performs the functions of a To, Do, Fu or Ken in accordance with the preceding paragraph.

 

4.

The chief executive of a Wide-Area Union comprising a To, Do, Fu or Ken may, by resolution of its assembly, make a request to the chief executive of a national administrative agency to allow those functions under the authority of the chief executive of the national administrative agency which are closely related to the functions of the Wide-Area Union, to be performed by the said Wide-Area Union.

 

5.

The chief executive of a Wide-Area Union that does not comprise a To, Do, Fu or Ken may, by resolution of the assembly of the Wide-Area Union, make a request to the To, Do, Fu or Ken to allow those functions of the To, Do, Fu or Ken which are closely related to the affairs of the Wide-Area Union, to be performed by the said Wide-Area Union.
