In the event that a partial union changes any of the matters concerning items 1, 4 or 7 of the following article only, it shall determine said change through consultation with the local public bodies concerned, and immediately submit a report on said change to the Minister of Home Affairs or the governor of To, Do, Fu or Ken in accordance with the method mentioned in the text of the preceding paragraph.

Article 287.
A partial union shall provide for the following matters in its agreement.
(1) The name of the partial union;
(2) The local public bodies composing the partial union;
(3) The affairs to be managed jointly by the partial union;
(4) The place of the office of the partial union;
(5) The composition of the assembly of the partial union and the manner of election of its members;
(6) The composition of the executive organ of the partial union and the manner of appointment;
(7) The manner of defraying the expenses of the partial union.

Notwithstanding any of the provisions of the preceding paragraph 2 of Article 92, paragraph 2 of Article 141 and paragraph 3 of Article 196(including the cases where such provisions apply directly or mutatis mutandis), any member of the assembly, any administrator (or director, in case of a partial union as specified in Article 285, if the board of directors is established in stead of any such administrator in accordance with the provisions of paragraph 2 of the following article), or any other official or employee of a partial union may be concurrently a member of the assembly, the chief executive, or any other official or employee of a local public body comprising the partial union.
(Exceptions to the Manner of Resolution and Establishment of a Board of Directors)
Article 287-2.
In the agreement of a partial union as provided for in Article 285, special provisions may be made with regard to the manner of resolution for such bills as may concern a part of the cities, towns, villages and special wards composing such partial union or otherwise require exceptions.

In a partial union as provided for in Article 285, a board of directors may be established instead of an administrator, in accordance with the agreement of such partial union.
