(1) It is recognized that the Regional Relationship Organization intends to, and is now making an effort to develop regional activities useful for the maintenance and establishment of a good regional society including mutual close connection among inhabitants, the preparation of a proper environment for said Organization and the maintenance and management of meeting facilities;
(2) The area has been established as an objectively specific region to inhabitants;
(3) Any inhabitant in the area shall be entitled to become a member of the Regional Relationship Organization, and a considerable number of inhabitants now belong to said Organization as members;
(4) The regulations for the Regional Relationship Organizations have been established;

The following item shall be specified in the regulations;
(1) Objective;
(2) Name;
(3) Area;
(4) Location of office;
(5) Matters concerning membership qualifications;
(6) Matters concerning representatives;
(7) Matters concerning meeting;
(8) Matters concerning assets.

The area mentioned in item 2 of paragraph 2 shall be established based upon the existing circumstances of the area in which said Regional Relationship Organization has existed for a considerable period of time.

In the event that the Regional Relationship Organization fulfils the relevant conditions specified in paragraph 2, the mayor of a city, town or village shall approve the formation of the Regional Relationship Organization according to paragraph 1.

The approval under paragraph 1 shall not be construed as the establishment of said Regional Relationship Organization as a public body or a part of other administrative agencies.
7.
Any Regional Relationship Organization approved for formation under paragraph 1 shall not refuse to accept the participation of any inhabitant in the area in said Organization without due reason.
8.
Any Regional Relationship Organization approved for formation under paragraph 1 shall perform its activities independently by administering said Organization democratically, and may not give discriminative treatment to any member unfairly.
