Article 259-4.
In the cases referred to in paragraphs 1 to 3 above, the Minister of Home Affairs shall immediately make public announcement and inform the chiefs of the national administrative organs concerned to that effect. The provisions of paragraph 7 of Article 7 shall apply mutatis mutandis, where a county is created or abolished, or its area is altered under paragraph 1 or 3.
Article 259-5.
Necessary matters respecting paragraphs 1 to 3 above shall be determined by cabinet order.
(Town or Hamlet)
Article 260.
Except as otherwise provided by cabinet order, the creation or abolition of a town or hamlet within the area of a city, town or village or the change of its area or name shall, upon resolution of the assembly, be decided on by the mayor of the city, town or village, who shall report thereon to the governor of To, Do, Fu or Ken.

Upon receipt of such report, the governor of To, Do, Fu or Ken shall immediately make public announcement to that effect.

Except as otherwise provided by cabinet order, the action under paragraph 1 shall come into force when public announcement is made under the preceding paragraph.
(Regional Relationship Organization)
Article 260-2.
Any organization which consists of the members live in the area of a town or Aza, or within a certain area of a city, town or village and is formed based upon a regional relationship of the members (hereinafter in this article referred to as "Regional Relationship Organization") shall have any right and obligation within the scope of the objectives specified in an agreement on Regional Relationship Organizations for the purpose of retaining any real property or any right thereof, or the like for joint activities in said area, provided, however, that the formation of the Regional Relationship Organization shall have been approved by the mayor of the city, town or village.

The representative of the Regional Relationship Organization shall apply for the approval of the mayor mentioned in the preceding paragraph in accordance with the procedure specified in an ordinance of the Ministry of Home Affairs. The above-mentioned approval shall not be given to any Regional Relationship Organization unless said Organization fulfils any of the following conditions:
