(Necessary Matters)

 

Article 194.

Necessary matters concerning the election administration commission shall be fixed by the commission, except as provided in this Law or cabinet orders duly authorized by this Law.

 

Subsection V. Audit Commissioners

 

(Establishment)

 

Article 195.

There shall be audit commissioners in each ordinary local public body.

 

2.

The number of audit commissioners shall be four in To, Do, Fu or Ken and cities specified by cabinet order, three or two in other cities as determined by bylaw, and two in towns or villages.

 

(Appointment)

 

Article 196.

Audit commissioners shall be appointed by the chief executive with the approval of the assembly from among persons of honorable character who have expert knowledge of financial management, business administration and other administrative operations with respect to an ordinary local public body (hereinafter referred to as "Persons of Expert Knowledge" in this subsection), and members of the assembly. The number of audit commissioners to be appointed from among members of the assembly shall be two or one, where the fixed number of audit commissioners is four, or one, where such fixed number is three or less.

 

2.

Where three Persons of Expert Knowledge are to be appointed as audit commissioners in an ordinary local public body at least two, and where two are to be appointed at least one, shall be appointed from among persons who have not been employed by the said ordinary local public body, and do not fall under the scope specified by cabinet order.

 

3.

No audit commissioner may hold full-time employment in the local public body.

 

4.

Audit commissioners appointed from among Persons of Expert Knowledge may serve on a full-time basis.

 

5.

In To, Do, Fu or Ken and any city specified in a cabinet order, at least one audit commissioner appointed from among Persons of Expert Knowledge shall serve on a full-time basis.
