(Officials and Other Employees)
Article 172.
There shall be appointed such other officials and employees as are necessary in each ordinary local public body, in addition to those provided for in the preceding eleven articles.

Such officials and employees shall be appointed and dismissed by the chief executive.
3.
The number of such officials and employees shall be fixed by bylaw, except for temporary or part-time employees.
4.
The personnel administration of such officials and employees, including employment, position-classification, compensation, working conditions such as work hours, status and disciplinary actions, discipline, training and performance evaluation, welfare and protection of interests, shall be provided for in the Local Public Service Law, except as prescribed in this Law.
(Classes of Officials)
Article 173.
Officials of each ordinary local public body shall be classified into administrative and technical officials.
2.
Administrative officials shall be engaged in administrative matters, as directed by their supervisors.
3.
Technical officials shall be engaged in technical matters, as directed by their supervisors.
(Specialists)
Article 174.
The ordinary local public body may employ specialists on a permanent or temporary basis.
2.
Such specialists shall be chosen by the chief executive from among those having expert knowledge and experience.
3.
Such specialists shall, upon commission of the chief executive, make necessary research on a specific subject.
4.
Specialists shall serve on a part-time basis.
(Chief of Branch Office, etc.)
Article 175.
The post of chief of a branch office or local office of To, Do, Fu or Ken, or a district office of a city, town or village shall be filled with an administrative official.
2.
Such chiefs of local offices shall, under the direction of their supervisors, perform their assigned duties, and direct and supervise the officials and employees subordinate to him/her, as prescribed by the chief executive.
